Facilities Engineer II

CONTEXT OF THE JOB:

Under the limited direction of the Director of Sustainability, Energy and Engineering, the Facilities Engineer II, resolves chronic maintenance issues in multiple disciplines including HVAC, electrical distribution, plumbing systems, and building automation systems. The Facilities Engineer II monitors energy consumption for abnormalities, identifies energy conservation projects with emphasis on HVAC equipment operation utilizing pre-approved general strategies and assists with the development of the University preventive maintenance program. The position requires a high level of independent judgment in making recommendations on behalf of Facilities, and the incumbent is a key engineering resource for coordination and acceptance of new and retrofitted building commissioning activities.

MAJOR RESPONSIBILITIES:
  • Provides expert electrical or mechanical engineering review and recommendations, including but not limited to HVAC, plumbing, fire protection, and building automation systems, and the review of project design specifications and drawings prepared by external consultants.
  • Analyzes data from various sources to determine eligibility for equipment replacement under the University's Deferred Maintenance program.Makes recommendations to the project team and Facilities leadership based on the analysis of this data.
  • Predicts maintenance needs, researches maintenance issues, defines scope of work, and recommends corrective actions to upper management levels.Independently develops preventative maintenance procedures to ensure proper maintenance and operations of new and renovated buildings utilizing pertinent design and renovation information.
  • Identifies and resolves chronic non-routine maintenance problems in multiple disciplines using independent judgment to determine data required.Obtains data using sophisticated instrumentation, computer analysis, and/or external consultants.Evaluates and analyzes assigned projects for potential energy saving opportunities.
  • Works with the Energy Management team to develop plans to resolve any issues determined in the energy systems analysis; recommends costs effective major repair or replacement projects to reduce energy costs.
  • Develops plans and specifications; insures compliance with all applicable state, local, and federal codes, laws, and regulations where applicable.
  • Review project design and construction documents and submittals to ensure compliance with the University design standards and with all applicable state, local, and federal codes, laws, and regulations where applicable. Reviews will be conducted for all phases of design: schematic design, design development and construction documentation.
  • Collaborate with Facilities Maintenance & Operations and Planning and Project Delivery personnel to update and enhance design standards as required.
  • Conduct operational surveys with Facilities Maintenance and Operations personnel of existing electrical and mechanical systems for buildings designated to be renovated or modified for usage changes. Provide expert recommendations of mechanical systems to design team and Facilities Maintenance & Operations.
  • Provide technical support to all Facilities Planning and Project Delivery Senior Project Managers and Project Managers regarding new construction and building renovation projects. Attend progress meetings as required to assist Project Managers with specific project issues and concerns.
  • Participate in project Quality Assurance and Control walkthroughs with the Maintenance and Operations shops on a biweekly basis.Generate and distribute minutes to all attendees and coordinate timely resolution efforts with the design consultants and contractors to issues raised during walkthroughs.
  • Participate in building commissioning efforts in conjunction with 3rdparty Commissioning Agent.
  • Assist Senior Project Managers and Project Managers with required project federal, state and local regulatory documentation such as pressure vessel commissioning/decommissioning, boiler emission permits, etc.
  • Maintains and updates the proper documentation so that records are complete, accurate and timely.Records involve manual and computerized systems and may be required by federal or state agencies.
  • Perform miscellaneous job-related duties as assigned including potentially managing projects.


QUALIFICATIONS:
  • Bachelor's degree in an engineering discipline (Mechanical, Electrical, etc.) and five years' experience with building engineering systems (electrical, mechanical, etc.).
  • High level of independent technical judgment in order to assess and make recommendations to act as a resource and liaison for new and renovated building commissioning.
  • Thorough understanding of current building systems technology.
  • Strong organization skills, strong verbal and written communication skills, and the ability to communicate effectively and interact well with all levels of personnel and with people of all ages and diverse backgrounds.
  • Skill in organizing resources and establishing priorities.
  • Knowledge of basic building operating systems, such as boilers, compressors, and chillers; preferred knowledge and understanding of clean-room mechanical systems, protocols, and low voltage control circuit technology.
  • Knowledge of direct digital control systems as applied to building operating, safety, and security systems.
  • Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
  • Ability to coordinate and/or supervise independent contractors.
  • Knowledge of contract documents and specifications.
  • Knowledge of Building Information Modeling (BIM) is preferred.


ENVIRONMENTAL FACTORS/OCCUPATIONAL EXPOSURES:

The physical environment requires the employee to work both inside and outside in heat/cold, wet/humid, and dry/arid conditions.

ADDITIONAL REQUIREMENTS:

Individual must have a valid Driver's License and access to a private, reliable means of transportation in order to maneuver throughout the Newark, Wilmington, and Lewes Campuses and other U/D locations, when operationally necessary.
