Associate Director, Victim Advocacy & Health Promotion

CONTEXT OF THE JOB:

Student Wellness & Health Promotion (SWHP) is a comprehensive health promotion program within the Division of Student Life at the University of Delaware. SWHP creates a foundation for life long well-being by providing Blue Hens with the wellness tools to make healthy choices.

Under the limited direction of the Director, the Associate Director serves as the secondary leader of Student Wellness and Health Promotion. A key member of the department's senior leadership team, the Associate Director initiates strategic planning and organizational leadership to facilitate the development of the overall operation. This includes engaging students in leadership opportunities that exist to build community and develop personal well-being and health; supporting student success through health-related adversity; contributing to the achievement of UD's academic mission and strategic goals; developing both professionals and student leaders capable of serving in multiple roles with students/peers; and by acting decisively and diplomatically to advance and protect the department and University relations by resolving situations that are unique, controversial, or not fully resolved by subordinates. The Associate Director will leverage position roles to maximize student learning and student satisfaction with services, and will serve as a champion for the student experience in all areas of responsibility.

As the second in leadership on the Student Wellness and Health Promotion team, the Associate Director develops and oversees an interconnected sub-group of employees within the unit to coordinate three critical areas of health promotion: Sexual violence prevention, sexual violence advocacy, and general wellness promotion. The Associate Director will create and manage a sexual misconduct prevention team within the unit comprised of the Assistant Director for Violence Advocacy and the two Program Coordinators for Violence Prevention. The AD will also directly supervise all three of these positions, and additionally, the Program Coordinator for Health Promotion.

The Associate Director will assume responsibility for coordinating and maintaining aspects of the department's assessment and evaluation functions for many key programmatic areas within the Unit, including cross-unit evaluation required by the Division of Student Life, and based on specific student learning outcomes established by both the Unit and the Division. The Associate Director oversees, and when necessary, designs assessment, evaluation, and/or data collection tools; collects, analyzes, and interprets data; prepares statistical and narrative reports and/or graphs; prepares manuscripts for publication; and publically presents data and research results.

MAJOR RESPONSIBILITIES:

Health Promotion/Prevention Leadership (65%)
  • Provides strategic consultation to the Director regarding health promotion strategies to enhance universal prevention and environmental approaches that will assist with the creation of a more assured wellness ethos on the UD campus and the facilitation of improved community/campus health outcomes.
  • Assumes responsibility for assuring the implementation of evidence-based practices in health promotion and prevention to enhance student personal well-being and engagement in wellness practices.
  • Prepares and delivers presentations regarding evidence-based practices and emerging research in health promotion, wellness, and violence prevention, and presents research results to constituents and other groups regarding students' health and wellness outcomes.
  • Collaborates with key stakeholders on and off campus to develop a comprehensive, multidisciplinary approach to health and violence prevention for students.
  • Chairs or represents the organization on various internal and external community coalitions such as the Mental Health and Wellness Coalition and the Well-being Collaborative; manages key partnerships; promotes existing and new programs and/or policies and services.
  • Convenes and coordinates a Student Wellness and Health Promotion Advisory Committee comprised of employees from numerous campus constituencies to assure that a community approach to health promotion and prevention is developed.
  • Convenes and coordinates a Student Wellness and Health Promotion Student Advisory Panel with representation that matches UD's student demographics.
  • Monitors programmatic efficacy; develops reporting procedures and other methods to establish programmatic accountability and measure success; revises processes and procedures to reflect contemporary approaches to health promotion and to improve program effectiveness; advocates for strategic change within the unit based on prevailing research or assessment findings.
  • Maintains a broad knowledge of state-of-the-art health assessment technology, equipment, systems, and processes to recommend and advocate for the use of standardized assessment tools designed to collect larger scale student attitude and behavior data regarding personal health and wellness.
  • Assumes responsibility for the maintenance of the College Risk Behavior Survey (CRBS): works with Center for Drug and Health Studies to coordinate annual launch of this assessment tool, facilitates survey question development through a community approach involving multiple stakeholders, assures compliance with UD IRB protocols and procedures, and coordinates the analysis and reporting of findings.
  • Assumes responsibility for maintaining existing and creating new partnerships with campus departments to assure compliance with sexual violence prevention education requirements needed to fulfill federal, state and national association mandates, and to meet established learning standards set for UD students regarding sexual misconduct.
  • Directs coordinated sexual violence prevention initiatives and engages with Program Coordinators to assure the ongoing development and maintenance of a comprehensive approach to sexual violence prevention.
  • Convenes and manages the SWHP Sexual Misconduct Team comprised of the Assistant Director for Violence Advocacy and two Program Coordinators for Sexual Violence Prevention.
  • Leads the development of strategic plans, goals and measurable objectives for violence prevention and advocacy programs and services and advocates for environmental and policy change strategies.
  • Directs wellness and health promotion initiatives and engages with the Program Coordinator to assure the on-going development and maintenance of a comprehensive plan to impact student attitudes and behaviors regarding both personal and community wellness.
  • Directs the development of on-going social marketing campaigns designed to impact student's use of health positive behaviors.


Administrative Leadership (35%)
  • As a key member of the senior staff leadership team, works with the Director and the two Assistant Directors to formulate and implement department policies and practices.
  • Engages in the development of department-wide goals and student learning outcomes, and directs elements of the long-range strategic plan.
  • Manages larger-scale department projects and special programs.
  • Provides direction to departmental committees and project working groups.
  • Represents the department on various Division of Student Life committees.
  • Maintains a comprehensive evaluation standard for the department by coordinating the development of separate evaluation plans for each programmatic function within the unit including grant-funded projects; and by overseeing assessment design and data collection functions to ensure data integrity.
  • Catalogues, analyzes, and interprets data; prepares statistical and narrative reports and/or graphs; prepares manuscripts for publication.
  • Manages initiatives that support division-wide assessment planning and reporting requirements.
  • Actively contributes to department-wide meetings and annual assessment/department retreats.
  • Directly supervises the Assistant Director for Sexual Violence Advocacy in the development and administration of an effective and comprehensive survivor support program that will address the impact of violence, affect the procedures and practices related to sexual misconduct response, and build a culture of survivor support among the campus community. Indirectly supervises the Program Coordinator for Victim Advocacy and lends oversight to the S.O.S. program and team of volunteer, on-call victim advocates.
  • Directly supervises two Program Coordinators for Sexual Violence Prevention for the development, implementation and coordination of comprehensive, evidence-based programs for the prevention of sexual misconduct.
  • Directly supervises the Program Coordinator for Health Promotion for the development of strong, evidence-based, data-driven programs and services based on relevant and measurable learning outcomes to improve individual and community health behaviors and status. ;Directs the development of publications, including brochures, flyers, posters, direct mail promotions, electronic newsletters, and other marketing materials; oversees all social media outlets; contributes to the on-going development of the office website.
  • Responds to inquiries and investigates and resolves problems related to transactions handled by the department; serves as liaison with other departments or units in the resolution of day-to-day administrative and operational issues.
  • Oversees annual programmatic budgets traditionally in excess of $80,000.
  • Seeks and applies for grant-funded research opportunities to expand evidence-based practice in collegiate health promotion.


QUALIFICATIONS:
  • Master's degree and five years related professional experience working with college students, or equivalent combination of education and experience. Degree in public health, health promotion/prevention, student affairs, or other related discipline.
  • Strong knowledge of collegiate health promotion, sexual violence prevention and advocacy, and student personnel administration.
  • Knowledge of current and emerging trends within area of collegiate sexual misconduct prevention, Title IX regulations and victim advocacy.
  • Understanding of and ability to maintain confidentiality consistent with applicable federal and state laws and regulations.
  • Knowledge in organizational and group dynamics, student development issues and theory, cultural competency and diversity preferred.
  • Knowledge of and experience in strategic planning for health promotion outcomes in a higher education setting, and/or within complicated, multi-faceted organizations.
  • Skill in designing, implementing, and maintaining comprehensive programmatic evaluation/assessment procedures and in producing high quality assessment reports.
  • Ability to develop learning outcomes and evaluation standards.
  • Proficiency in use of research/statistical software.
  • Experience with grant writing and project management desirable.
  • Experience in supervision, selection practices, effective employee development, training design and facilitation, and performance management.
  • Advanced understanding of FERPA, Title IX, Clery Act, Fair Labor Standards, and trends in legal liability within health care, counseling, and student affairs practice.
  • Ability to make independent decisions and judgments in keeping with the level of the position, and plan, prioritize, balance, and review a variety of projects simultaneously and in a timely fashion.
  • Ability to direct crisis management activities and facilitate procedures for distressed students; and to direct and enforce policies, regulations, and laws that pertain to Student Wellness and Health Promotion, the Institution, and state and federal regulations.
  • Ability to use discretion regarding personal and confidential matters.
  • Ability to communicate and interact well with people of all ages and diverse backgrounds and to maintain a positive and collaborative work environment.

SPECIAL REQUIREMENTS:
  • Intermittent late evening weekday and weekend day and evening work required.
  • Assist with after-hours, on-call crisis helpline escalation.
