Assistant Director, Office for International Students & Scholars

PAY GRADE: 30E

CONTEXT OF THE JOB:

The University of Delaware invites applications for the position of Assistant Director within the Office for International Students and Scholars (OISS). OISS provides immigration advising and support services to over 4,000 international students, scholars, employees and their family members at the University of Delaware annually. OISS is a fast-paced, team-oriented service office.

The Assistant Director at the Office for International Students and Scholars (OISS) is responsible for providing advisory services to the UD community and ensuring the regulatory compliance of the office with regard to employment and study-based visas. This position has a primary focus on the management of the J-1 Exchange Visitor Program and the H-1B operations of the office. Additionally, the Assistant Director will be required to maintain knowledge in the administration of SEVIS batch and student advising services, serve as a liaison with external constituents and immigration counsel on Legal Permanent Residency applications, and advise the OISS management and the advising team on the interpretation of and compliance with federal immigration regulations and policies. This position reports directly to the Executive Director of OISS.

MAJOR RESPONSIBILITIES:
  • Provides leadership to and manages the J-1 Exchange Visitor Program and the H-1B operations of the office.
  • Supervises and provides administrative direction to the Scholar Services Associate, who is responsible for document processing and clerical support of J-1 Exchange Visitors and H-1B employees
  • Serves as part of the OISS Management Team and works closely with the Executive Director to implement policies and develop procedures for dealing with non-immigrant matters.
  • Reviews current processes to determine if they are efficient and effective. Makes recommendations for process improvements and implements. Develops and participates in the implementation of new systems and process.
  • Trains office staff on new technology and systems; garners support from users to ensure the new systems streamline workflow in the most efficient and user-friendly way.
  • Advises and assists international students, scholars, and employees regarding non-immigrant compliance issues, such as visa adjustments, academic advisement, employment, travel, and re-entry into the country.
  • Verifies documentation to determine eligibility for immigration documents. Prepares and issues immigration documents for students, scholars, employees and dependents.
  • Administers all aspects of immigration related student and scholar applications, which includes but is not limited to filing applications, petitions, extension, etc., following-up as necessary USCIS on application errors, delays, and inquiries, and compliance with USCIS requirements.
  • Registers, coordinates and monitors all documentation and reporting regarding international students' information through SEVIS to ensure accuracy and compliance with DHS regulations.


QUALIFICATIONS:
  • Bachelor's degree and four years of related experience, or equivalent combination of education and experience.
  • Experience with immigration advising, student records systems and SEVIS.
  • Experience in a higher education setting preferred.
  • Experience and knowledge of F-1, J-1 and H-1B immigration regulations and SEVIS.


  • Project-management experience preferred. This may include knowledge of networking and minor coding, and a propensity to acquire new skills and technologies quickly.
  • Excellent attention to detail and strong organizational and planning skills.
  • Effective communication skills, both written and oral.
  • Ability to develop and deliver presentations and orientation programs.
  • Ability to work as part of a team and service-oriented work environment.
  • International experience that may include studying, living or working abroad, or interacting with international visitors preferred.
  • Experience with intercultural communication training and program development preferred
  • Experience in strategic planning preferred
  • Supervisory experience.


SPECIAL REQUIREMENTS:
  • U.S. Citizenship or Lawful Permanent Residency is required, as mandated by DHS and SEVP federal regulations.
