Financial Analyst (Budget Analyst 2), UCP 7 REPOSTED

University of Connecticut's Office of Budget and Planning is seeking applications for the position of Financial Analyst (UCP 7-Budget Analyst 2). Under the general supervision of the Director of Budget and Financial Planning, the successful candidate will be responsible for completing comprehensive financial analysis to provide high quality analytical support for the Office of Budget and Planning, engaging in strategic university-wide projects, and developing reports.

Serving as a liaison between the Office of Budget and Planning and other University areas, the Financial Analyst will provide guidance and oversight of departmental financial management activities. The Financial Analyst will work independently and as part of a team in support of the University's annual budget development, financial data analysis, and forecasting.

DUTIES AND RESPONSIBILITIES

1. Financial Analysis and Reporting:
  • Analyze, interpret, and synthesize data from a variety of University and external sources.
  • Design standard financial reports to meet the needs of departmental and University users.
  • Use available software packages to analyze data and generate reports.
  • Generate periodic and ad hoc reports and narratives, surveys, forecasts, and trend analyses; provide information and statistics in response to authorized requests from internal and external stakeholders.

2. Financial Modeling and Forecasting:
  • Work collaboratively to understand business requirements, conceptualize, develop and execute financial models in support of strategic programs and initiatives.
  • Aggregate information from a variety of sources for use in analyzing future plans and forecasts.
  • Summarize findings regarding financial plans, operating forecasts and/or similar complex financial matters.
  • Maintain close contact with University and external offices and individuals to obtain and assure accuracy of information and to provide assistance as needed.

3. Strategic Resource:
  • Anticipate, identify, and raise potential financial opportunities, issues, risks, ideas, and solutions.
  • Act as the main resource for assigned departmental contacts with regard to all financial management activities.
  • Keep abreast of developments and trends which may require new studies or modification of current projects or practices.
  • Represent the University at meetings or conferences; serve on various University committees as needed or required.
  • Establish procedures and meet critical deadlines for collecting and updating required information in order to complete projects in a timely and accurate manner.

MINIMUM QUALIFICATIONS
  1. Bachelor's degree in business, economics, accounting, mathematics or related area or equivalent experience and training.
  2. Three years' experience with financial modeling, data analysis, or research.
  3. Excellent analytical and quantitative skills.
  4. Experience working with diverse groups in a project team setting.
  5. Ability to work independently exercising sound judgment in resolving issues.
  6. Knowledge of business intelligence, dashboards and reporting tools, such as WebFOCUS, Cognos or OBIEE.
  7. Excellent communication and interpersonal skills.

PREFERRED QUALIFICATIONS
  1. Bachelors or Master's degree in business, economics, accounting or related area.
  2. Experience using SPSS, SAS or other comparable analytical programs for reporting and decision support.
  3. Experience with project management techniques.
