Position Description

***THIS POSITION IS OPEN UNTIL FILLED***

Under the general direction of the Director of Energy, Utilities, and Sustainability, the primary purpose of the Zero Waste Program Coordinator is to provide administrative and strategic program leadership for a wide range of waste management and related sustainability initiatives having a broad impact on Facilities and the University as a whole. Responsibilities include, but are not limited to, research, development, implementation, and oversight of: recycling, composting, and other waste reduction programs; educational outreach and behavioral change initiatives; waste management service contract administration; invoice processing and waste management budget forecasting and planning; waste management program design and process improvement; sustainability rating and certification programs for waste management; and public relations, publicity, and marketing of these efforts.

The following examples illustrate typical work activities and are not meant to be all inclusive or restrictive:

  • Use appreciable ingenuity and innovation to independently research, develop, and implement new waste management, recycling, and composting programs and initiatives.
  • Develop and implement waste reduction projects: perform waste audits; research new products, equipment, systems, and technologies; read, study, and understand plans and specifications; develop scopes of work for in-house personnel, contractors, and consultants; perform analyses and estimates of potential project material and labor cost, savings, payback, return on investment, and applicable grants and incentives; complete and submit annual reporting to the California State Integrated Waste Management Board to document compliance with State and CSU mandates.
  • Track and report data to support completion of Monthly Energy Reports (MERs) for utility recharge billing to campus auxiliaries and reporting to the CSU Chancellor's Office: review and validate solid waste data, waste disposal invoice data, and report inputs/outputs; maintain accuracy, quality control, and documentation of tracking and reporting spreadsheets and procedures and update or improve as needed.
  • Perform data collection, data entry, analysis, and reporting of waste disposal volumes/weights/frequencies from all sources, as well as cost for handling/disposal in support of day to day operations and maintenance, continuous process improvement, utility master planning, utility budgeting, greenhouse gas tracking and reporting, and implementation of the campus Climate Action Plan.

    Minimum Qualifications (Staff Only)
    Equivalent to graduation from a four-year college or university. Four years of technical or administrative experience. A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

    Required Qualifications / Specialized Skills
  • Thorough knowledge and ability to apply extensive expertise related to waste separation, collection, and disposal equipment, systems, and industry practices. Ability to analyze existing waste collection infrastructure sizing, location, and collection routes/frequencies; develop and implement strategies to improve efficiencies and reduce cost.
  • Thorough knowledge of material procurement needs of university campuses for academics, administration, housing, residential life, food service, construction, maintenance, and large campus events. Ability to analyze, research, recommend, and implement procurement strategies to minimize waste and improve recycling separation and landfill diversion.
  • Thorough knowledge of composting practices for food waste and other organics.
  • Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
  • Excellent computer skills including word processing, database, email and calendaring software. Ability to prepare and run complex reports. Comprehensive knowledge of spreadsheets; demonstrated ability to create, troubleshoot, and modify advanced equations, pivot tables, charts and graphs.
  • Ability to read and interpret engineering reports, plans, specifications, procedures, and feasibility studies.
  • Strong mathematical skills and ability to perform accurate computations. Knowledge of engineering units and calculations related to weights and volumes; ability to perform engineering unit conversions.
  • Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive and develop strategic solutions.
  • Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
  • Working knowledge of sustainability certification programs and rating systems related to facilities operations and development including: the US Zero Waste Business Council's Zero Waste Facility Certification, USGBC LEED and AASHE STARS.
  • Understanding of waste reduction project economics and finance; ability to calculate cost, savings, payback, and return on investment.
  • Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management.
  • Thorough knowledge of standard office protocols, processes, procedures, and equipment.
  • Strong writing skills with the ability to read, write, proofread, and edit at a level appropriate for the duties of the position and follow verbal and written instructions. Ability to compile, write, and present complex reports.
  • Demonstrated consultative skills in working with internal and external constituent groups; ability to establish and maintain cooperative working relationships with students, staff, faculty, co-workers, contractors, consultants, local waste management and recycling facility representatives, the general public, and CSU Chancellor's Office staff.
  • Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus.
  • Demonstrated ability to exercise initiative. Ability to make independent decisions and exercise sound judgment.
  • Demonstrated time management skills and the ability to organize and plan work and handle multiple work priorities and projects. Ability to work independently under general supervision.
  • Ability to accurately and efficiently maintain electronic and paper files.

    Preferred Qualifications / Skills
  • Bachelor's Degree in Engineering, Environmental Science, or related field.
  • Experience using the Microsoft Office Suite and Adobe Creative Suite.
  • Working knowledge of web design and social media management. -Working knowledge of on-board weight data collection equipment and software systems for dumpster and cart tipping, and ability to create, collect, and utilize data for analysis, reporting, and program improvement.
  • Familiarity with Public Works contracting, construction practices, project management processes, and waste management regulations.
  • Familiarity with solid waste, recycling, and composting disposal cost structures.
  • OSHA fork lift operator certification.
  • Working knowledge of grant writing.
  • Experience in a higher education setting.

    Special Conditions (Staff)

  • Must be able to work additional hours, occasional holidays, and adjust working hours to meet special jobs requirements. May be called back periodically to perform work as needed on an emergency basis.
  • Must be able to travel occasionally to attend meetings, conferences, and seminars.
  • Must be able to work accurately and efficiently in an area with constant noise and interruptions.
  • Ability to climb ladders and stairs, access building roofs, basements, and mechanical/electrical equipment rooms; ability to work in hot, cold, noisy, and dusty environments.
  • Ability to lift and carry equipment weighing up to 50 pounds.
  • Ability to work around hazardous materials including asbestos, lead, chemicals, and solvents; ability to attend safety awareness training and follow campus safety procedures.
  • This position classification has been defined as "Exempt" and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA)

    Retired CalPERS members selected for this vacancy must request and be approved for reinstatement from retirement prior to the start date. Employment of retired CalPERS members will typically be for 90 days or less and must be for work requiring specialized skills or for a bona fide emergency to prevent stoppage of business.
