Position Description:

The Fiscal Services Department is part of Cal Poly's Finance Group, within the Administration and Finance Division. Fiscal Services performs centralized accounting functions and provides accounting services to the University's students, staff and faculty. Fiscal Services is responsible for ensuring that all accounting, reporting, and reconciliation functions are performed in accordance with applicable law and policy while at the same time providing the highest possible level of service to the campus community. These services include cashiering, student accounts, accounts receivable, payroll, accounts payable, general accounting, property, and financial reporting.



As a section of the Fiscal Services Department, the University Cashiers Office (UCO) is responsible for ensuring the proper receipting and safeguarding of payments and deposits made to the University, distribution of payroll and student refund disbursements, and accounting for payments received in accordance with all applicable policies. UCO plays an integral role within the University's finance group, has a significant impact on many of the accounting balances and functions, and is responsible for generating critical University accounting information and data for compliance and other purposes. In addition, staff in this area frequently interact and coordinate tasks with other offices and departments in order to run processes, implement new or revised initiatives and policies, perform system testing, gather and analyze data, develop and perform reconciliations, assess control procedures and resolve problems.

Staff who work in UCO are required to develop a comprehensive knowledge of University cashiering policies and procedures in order to ensure the proper receipting, handling and safeguarding of all payments and deposits made to the University, and proper application of the internal control principles and standards required in a cash handling environment. In addition they must have a thorough knowledge of the many types of fees and charges that are incurred at the University, and the operations of the systems that are used to record the various charges and payments including PeopleSoft HCM, PeopleSoft Financials and CashNet (both in-house and online). This knowledge includes the ability to review, understand and interpret student account transactions, an understanding of how the transactions affect general ledger accounting, the ability to prepare and input journal entries, and an understanding of the affected system interfaces and dependencies. Staff within the University Cashier are also expected to exhibit excellent customer service skills and professionalism, and have excellent written and verbal communication skills.

  • Minimum Qualifications (Staff Only):
    Equivalent to graduation from a four-year college or university. One year of technical or administrative experience. A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.


    Required Qualifications:
  • Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them. Demonstrated ability to analyze data and make accurate projections.
  • Comprehensive knowledge of financial and cashiering practices and methodology, as well as working knowledge and ability to apply fundamental concepts related to balancing and reconciling cashiering transactions, or experience in a similar field, demonstrating the ability to develop said knowledge.
  • Demonstrated ability to effectively provide lead work direction for staff on a daily basis, including hiring assistance, scheduling, assigning work and providing training, evaluating and resolving problems.
  • Thorough knowledge of fundamental concepts related to financial record keeping practices and methods. Knowledge of or ability to quickly learn applicable regulations; and, ability to interpret, comply with, and properly apply these regulations, policies and procedures.
  • Ability to compile, verify and research discrepancies; take action to ensure financial data is reconciled. Ability to prepare clear and concise financial reports using spreadsheet applications and other software.
  • Ability to work with a variety of groups in a cooperative, problem solving manner to work out solutions to complex problems and to develop plans for implementation of systems and processes. Ability to work with others in a team environment, and cultivate and maintain a positive and productive working atmosphere.
  • Ability to quickly learn and apply a wide variety of university, corporation, and state rules, regulations and policies and procedures governing financial procedures and accounts.
  • Ability to work independently with limited supervision; establish priorities, meet deadlines, follow timelines, and comply with University Procedures and regulations. Ability to work with a higher level of productivity, accuracy and attention to detail.
  • Demonstrated ability to exercise independent action and develop practical and thorough solutions to troubleshoot and resolve complex accounting problems.
  • Demonstrated ability to consistently use tact and diplomacy in handling effectively a broad range of situations and to respond appropriately.
  • Ability to multi-task and handle a fast-paced work environment with frequent interruptions.
  • Ability to compose correspondence of a technical nature regarding financial matters.
  • Ability to compose documentation of a technical nature regarding financial policy and procedural matters.
  • Strong organizational skills, including ability to apply independent judgment, initiative and discretion to address problems, and be adaptable to changes in systems and procedures.
  • Ability to maintain high degree of confidentiality in performing assignments.
  • Familiarity with general office procedures.
  • Demonstrated competency using word processing and spreadsheet applications, electronic mail/calendaring and ability to learn new applications as needed.
  • Excellent customer service and communication skills. Ability to effectively communicate correct information in a clear and understandable manner, in person, by email or letter, or by telephone with students, parents, staff, and other CSUs.

  • Preferred Qualifications:
  • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.
  • Proficient in the use of Microsoft Office (Word and Excel).
  • Experience in developing and maintaining comprehensive procedure manual or similar documentation.
  • Knowledge of internal control standards and experience applying them in a financial or administrative environment.
  • Knowledge and experience in applying generally accepted accounting principles, reviewing accounting data and reports.
  • Experience in a university, governmental or similar environment.

  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
