Salary Range: Salary commensurate with background and experience of the individual selected. Position Description:

The Personnel and Resource Manager provides oversight, leadership, training and support for college staff and provides guidance to members of the college's administrative and leadership team. The personnel and resource manager, in collaboration and consultation with the Dean, Human Resources managers, and the Associate Vice Provost for Academic Personnel as appropriate, provides oversight and actively engages in all levels of grievances and disciplinary action cases.

The incumbent serves as a key member of the College's leadership team, collaborating closely with the Dean, Associate Deans, and Department Chairs to ensure that the College's management and administrative functions operate efficiently and are in line with the College and University's strategic goals. As part of the leadership team, the incumbent and may act on behalf of the Dean in the absence of the Dean.

The following examples illustrate typical work activities and are not meant to be all inclusive or restrictive:

1. Serve as the primary resource in the College for policy and procedure creation and maintenance for all personnel and operational matters as well as act as the primary HR Business Partner to Human Resources

2. Partner with the College's leadership, faculty, staff, and students to identify opportunities to effect continuous improvement of operations and to implement strategic solutions in terms of organizational design

3. In collaboration with Human Resources, develop and implement strategic training and development programs to enhance staff performance and professional development for the college

4. Assume first line responsibility for handling matters related to staff labor relations, personnel management, evaluations, and grievances on behalf of the Dean

5. Advise on CSU and university policies, campus practices and bargaining unit agreements for all administrative work processes within the college

6. Collaborate with Academic Personnel to follow necessary process for Cal Poly to sponsor faculty for H-1B visas and volunteer visiting scholars for J-1 visas

7. Maintain knowledge and provide advice related to all applicable collective bargaining agreements in order to resolve faculty complaints/issues

8. Oversee faculty and staff recruitment and appointment process to ensure compliance with Federal and State laws, CSU, University, and College policies and procedures, and bargaining unit agreements

9. Oversee Retention, Promotion, and Tenure process to ensure a consistent and timely review cycle

10. Act as first reviewer and advisor for all staff reclassification, in-range progression, time base change, and reassignment requests

11. Receive and review CENG leave with pay applications and collaborate with the College-wide Professional Leave Committee (CPLC) during their review and recommendation process

12. In partnership with Human Resources, perform compensation studies in order to analyze and provide recommendations on in-range progressions, hiring salaries, and salary increases with reclassification actions

  • Minimum Qualifications (Staff Only):
    Bachelor's Degree AND three (3) years of progressively responsible experience in the area of personnel management, with responsibility for training and professional development programs, organizational policies and procedures, quality improvement programs and employee/labor relations.


    Required Qualifications:
    1. Skills in personnel management, operational and fiscal analysis, organization and planning.
    2. Ability to maintain high quality/standards of work, leadership, ethics, commitment, and professional responsibility and judgment. Ability to represent the college and its interest in a professional and conscientious manner.
    3. Thorough knowledge of administrative survey techniques, business process cycles, calendars and system processing needs including functions, input/output, dependencies, processing options, and timing considerations; methods and procedures for research and statistical analysis and the ability to apply them in order to meet programmatic or administrative goals.
    4. Expertise in and advanced knowledge of principles and best practices associated with public and business administration, personnel and fiscal management, record keeping, and budgeting in a complex environment.
    5. Demonstrated ability to use appreciable judgment to interpret, apply, and develop policies and procedures.
    6. Thorough knowledge of administrative concepts, practices and procedures to research, develop and evaluate policies and programs, including collection, evaluation and interpretation of data and information from a wide variety of sources to develop sound conclusions and make appropriate recommendations.
    7. Ability to assess and formulate the impact of recommended or implemented policies from a strategic and operational perspective.
    8. Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them proactively.
    9. Ability to effectively lead projects, as well as teams, related to understanding objectives, gathering requirements and issues, evaluating and arriving at solutions, completing tasks and action items, and meeting project deadlines.
    10. Excellent communication skills; ability to effectively communicate in a clear and understandable manner, both verbally and in writing.
    11. Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, online systems, Internet as well as online calendaring and email. Capacity to learn and adapt quickly to new technology, software, situations, methods and procedures; general interest in making full and efficient use of information technology and resources.
    12. Demonstrated consultative skills and ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
    13. Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, and productive work atmosphere in and outside the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
    14. Demonstrated ability to maintain a high degree of confidentiality.
    15. Ability to quickly learn university infrastructure, policies and procedures.

    Preferred Qualifications:
    1. Thorough knowledge of State and Federal laws related to Human Resources practice and methods of implementing CSU, University and College policies and procedures; and bargaining unit agreements.
    2. Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude, requiring a very high level of diplomacy and professionalism.
    3. Comprehensive and detailed knowledge of the university infrastructure, policies, and procedures.
    4. Knowledge of and proficiency in PeopleSoft HR, Dashboards, Office 365, including Email, Calendar, and OneDrive.

  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
  • The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
  • This position classification has been defined as "Exempt" and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
  • Full time management (MPP) employees are required to disclose outside employment at the time of hire or within thirty (30) days of taking additional outside employment subsequent to the time of hire.
