Salary Range: CSU Salary Range: $3,897 - $6,647 Anticipated Hiring Range: $4,500 - $6,000

Position Description:
Reporting directly to the Dean of the College of Engineering, the Personnel Analyst serves as the College liaison to Academic Personnel, Human Resources, Office of Equal Opportunity, and the Office of Diversity and Inclusivity and performs specialized administrative and analytical duties in support of personnel matters within the college. The incumbent works collaboratively with the Dean, Associate Deans, Assistant Dean, Department Chairs, Program Directors, Financial Analyst, and Department Administrative Support Staff to ensure the accuracy and completion of all processes related to College staff, management, and faculty personnel matters, which include but are not limited to: recruitment; appointment; retention/promotion/tenure; faculty periodic and staff evaluations; faculty leaves with pay; leaves without pay; Faculty Early Retirement Program (FERP), salary studies; implementation of new bargaining unit provisions; and organizational structure.


Minimum Qualifications (Staff Only):
Equivalent to graduation from a four-year college or university. Three years of technical or administrative experience. A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.


Required Qualifications:
1. Demonstrated knowledge of, or the ability to quickly learn, understand, interpret and apply a wide variety of personnel policies and procedures and handle potentially sensitive issues.
2. Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
3. Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them proactively.
4. Working knowledge of operational and fiscal analysis and techniques.
5. Demonstrated ability to create reports, charts, and spreadsheets, and provide analytical information related to the program or administrative specialty.
6. Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.
7. Ability to provide lead work direction to others, including delegation of work assignments and problem resolution. Ability to train new staff and to provide leadership on committees.
8. Strong ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
9. Demonstrated customer service skills, including effective interpersonal skills and a very high level of diplomacy and professionalism.
10. Excellent communication skills; including the ability to effectively communicate information in a clear and understandable manner, both verbally and in writing. Excellent proofreading skills to edit documents and correspondence for grammar, punctuation and spelling.
11. Demonstrated ability to maintain a high degree of confidentiality and handle potentially sensitive situations.
12. Excellent ability to apply a high level of initiative, judgment and discretion while setting own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines with limited supervision.
13. Excellent computer skills and proficiency in using standard software programs including word processing, spreadsheets, calendar, email and databases.

Preferred Qualifications:
  • Thorough knowledge of State and Federal laws related to Human Resources practice and methods of implementing CSU, University and College policies and procedures; and bargaining unit agreements.
  • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude, requiring a very high level of diplomacy and professionalism.
  • Comprehensive and detailed knowledge of the university infrastructure, policies, and procedures.
  • Knowledge of and proficiency in PeopleSoft HR, Dashboards, Office 365, including Email, Calendar, and OneDrive.

  • Special Conditions:
  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work additional hours, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
  • The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
  • This position classification has been defined as "Exempt" and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
  • Must be able to successfully pass a pre-employment background/fingerprint check.
