Salary Range: Salary commensurate with background and experience of the individual selected. (Anticipated Hiring Range: $4,500 - $6,600 per month)

Position Description:
Cal Poly is seeking a Lead Budget Analyst for the Budget and Finance Department!

The Position:
Within the context of the University's business practices, this position is assigned staff and managerial duties with respect to financial policies, financial management, budget planning, budget allocation, budget administration, best business practices and financial systems analysis. To ensure compliance with policy and statute, these duties are performed at various levels of accountability such as: systemwide, institutional/organizational/division, Budget Act Appropriation, accounting fund, and departmental.

Under the general direction of the Director of Budget &Finance, this position has primary responsibility for: 1) maintaining the Cal Poly CSU Operating Fund Base Budget and the annual operating plan for the University as a whole, 2) participating in the planning, implementation, and administration of business practices and procedures for budget and accounting; 3) providing staff support to University executives, managers and budget specialists; 4) maintaining, utilizing, analyzing, and improving financial systems, and 5) evaluating and improving service to customers. The incumbent in this position must be a self-motivated, highly productive, independent worker who is results and customer service oriented, with the ability to problem solve on a frequent basis.

  • Minimum Qualifications (Staff Only):
    EDUCATION AND EXPERIENCE:
  • Bachelor's degree from an accredited college or university in Accounting or Business.
  • Three years of progressively responsible experience, including a working knowledge of generally accepted accounting principles.


  • Required Qualifications:
  • Demonstrated experience identifying areas of improvement based on department needs, changes in policy, regulations, federal and state statutes, etc, ability to provide recommendations for improvement to existing processes and procedures to provide continual improvement in university finance operations.
  • Working knowledge of governmental accounting principles and practices; demonstrated skill in fiscal analysis, budget administration, and knowledge of basic principles of accounting and financial management.
  • Working knowledge of business system applications and software, including standalone systems and enterprise-scale technologies.
  • Ability to maintain high quality/standards of work, leadership, ethics, commitment, and professional responsibility and judgment; ability to represent the university and its interests in a professional and conscientious manner.
  • Demonstrated Ability to maintain records, budgets and financial records.
  • Ability to create new policies and procedures to meet operational needs and requirements, and ensure effective department operations.
  • Demonstrated ability to comprehend financial reports prepared in accordance with Generally Accepted Accounting Principles (GAAP).
  • Ability to work independently; excellent time-management, planning and organizational skills with the ability to multi-task, while attending to detail and effectively manage multiple projects and simultaneous deadlines and respond effectively to changes in priorities and overlapping deadlines.
  • Demonstrated ability to lead and communicate in an effective and dependable manner, as well as establish and maintain cooperative working relationships with colleagues and direct reports, including students, staff, faculty and co-workers both on and off campus.
  • Demonstrated knowledge of a wide range of effective business practices, including but not limited to base budget and annual operating plan, budget and accounting, and financial systems.
  • Strong analytical reasoning and problem solving skills including the ability to gather, interpret, and assess information/data from a variety of sources in support of recommendations; ability to formulate well-reasoned courses of action of solutions to complex problems:
  • Ability to work independently; take initiative, anticipate problems, and solve issues in a timely manner; ability to provide solutions that are imaginative, thorough, and practical.
  • Excellent oral and written communication skills; ability to effectively communicate complex information to a diverse audience; demonstrated skill in training/instructing others. Strong customer-service and team orientation.
  • Demonstrated ability to exercise tact, sound judgment, diplomacy and discretion in appropriately handling confidential information and data, interpreting and applying rules, regulations, policies and procedures and/or recommending new policies and procedures.
  • Demonstrated ability to maintain high quality/standards of work, leadership, ethics, commitment, and professional responsibility and judgment.
  • Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, presentation software, on-line systems, Internet as well as online calendaring and email.

  • Preferred Qualifications:
  • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.
  • Management and budgetary experience in higher education setting.
  • Knowledge of state governmental regulations and public policy.
  • Knowledge of the State of California budget structure as it specifically relates to the CSU; understanding of the State Budget Act.
  • Knowledge of CSU policies, state statutes, regulations, and codes under which the CSU operates.
  • Experience working with relational databases, PS query, Oracle Dashboards, PeopleSoft.

  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work additional hours, occasional holidays, and adjust working hours to meet special jobs; may be called back periodically to perform work as needed on an emergency basis.
  • The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
  • This position classification has been defined as "Exempt" and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
  • Full-time MPP employees are required to disclose outside employment at time of hire or within 30 days of taking additional outside employment subsequent to time of hire.

    Retired CalPERS members selected for this vacancy must request and be approved for reinstatement from retirement prior to the start date. Employment of retired CalPERS members will typically be for 90 days or less and must be for work requiring specialized skills or for a bona fide emergency to prevent stoppage of business.
