Under the general direction of the Sr. Manager of Personnel for Information Technology Services, the IT Personnel Analyst provides specialized administrative, consultative and analytical support for personnel activities for a staff of approximately 120 employees. This position is accountable for the accurate completion of personnel processes; gathers and provides personnel and policy information; analyzes data, patterns and projections and collaborates closely with the management team to ensure that Information Technology Services personnel functions operate effectively and within campus standards and guidelines. This position also works in a team environment to provide support for other ITS-Business Operations functions.



This position supports the ITS Sr. Manager of Personnel and other management staff in ITS in researching, analyzing, and preparing materials; handling issues of a highly confidential and sensitive nature related to personnel matters; and other project support as needed. The incumbent will effectively interpret, organize, and present information and ideas in written or presentation form; take initiative; and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. The incumbent is expected to work independently and apply sound judgment in resolving complex issues, with the most complex challenges being referred to the supervisor or management.

Incumbents in positions at the Administrative Analyst/Specialist - Exempt I level perform the full range of work related to program and policy research, analysis, development, evaluation, and/or operational and fiscal analysis related to an administrative specialty. Work requires applying a theoretical knowledge base to develop recommendations and conclusions. Incumbents often serve as program administrators.


Minimum Qualifications (Staff Only):
Equivalent to graduation from a four-year college or university. Three years of technical or administrative experience. A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.


Required Qualifications:
  • Ability to work with significant autonomy and exercise a high level of independent thinking and creativity.
  • Demonstrated skill in training/instructing others.
  • Strong analytical skills and the ability to gather, interpret and assess information and data in support of recommendations; ability to understand and analyze problems from a broad, proactive approach.
  • Working knowledge of human resources principles and best practices.
  • Progressively responsible experience interpreting and applying policies, guidelines, practices, and related information systems in a complex environment.
  • Ability to quickly learn policies, procedures, and regulations pertaining to personnel issues.
  • Ability to learn, interpret, communicate and apply various policies and procedures, and use judgment and discretion to make recommendations when precedents do not exist.
  • Demonstrated experience maintaining strict confidentiality and sensitivity.
  • Experience with compiling and maintaining complex and extensive records and preparing reports and summaries; ability to effectively write and present own reports.
  • Demonstrated ability to take initiative and independently organize and plan work, including handling multiple priorities, meeting deadlines, and determining priorities. Strong organizational skills, with the ability to work independently with limited supervision, or as part of a team.
  • Ability to analyze operational and procedural problems and develop, recommend and evaluate proposed solutions. Ability to use ingenuity and perspective when considering problems and recommending solutions.
  • Ability to foster and maintain positive and professional working relationships; ability to effectively handle interpersonal interactions at all levels and handle highly sensitive interpersonal situations.
  • Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, online systems, Internet as well as online calendaring and email.
  • Eagerness and capacity to learn and adapt quickly to new technology, software, situations, methods and procedures; general interest in making full and efficient use of information technology and resources.
  • Thorough mastery of English grammar, spelling and punctuation; excellent proofreading skills; ability to perform very detailed work with a high degree of accuracy and attention to detail.
  • Outstanding oral and written communication skills. Demonstrated ability to effectively communicate complex information to a diverse audience.
  • Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques.
  • Working knowledge and experience in general administrative practices.

Preferred Qualifications:
  • Extensive knowledge of Cal Poly and CSU policies and procedures for human resource activities.
  • Demonstrated ability to independently interpret, explain and apply a variety of complex collective bargaining provisions, policies and procedures.
  • Working knowledge of university infrastructure, policies and procedures.
  • Demonstrated experience in an institutional or educational environment using a customer-oriented and service-centered attitude.
  • Experience using Cal Poly online systems, including email, calendaring, service request system, PolyData Dashboards, and PeopleSoft.

  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
  • Retired CalPERS members selected for this vacancy must request and be approved for reinstatement from retirement prior to the start date. Employment of retired CalPERS members will typically be for 90 days or less and must be for work requiring specialized skills or for a bonafide emergency to prevent stoppage of business.
  • This position classification has been defined as exempt and is not subject to overtime provisions of the Fair Labor Standards Act (FLSA).
