Salary Range: $3,897 - $6,647 per month. Anticipated hiring range: $3,897 - $5,220 per month.

Position Description:
The Grants Development Office (GDO) is an academic support office within the University's Research and Economic Development Office. The mission of the office is to provide guidance, information, and services to administrators, faculty, and staff engaged in extramurally funded research, instruction, professional development, and community service projects. The Grants Analyst is independently responsible for pre-award proposal activities, including interpreting and analyzing sponsor guidelines, establishing internal deadlines and communicating documentation standards, compliant budget preparation, reviewing proposals for compliance and responsiveness, submitting proposals in sponsor-required formats to facilitate the highest probability of award capture, pre-award compliance training certification, and award review and acceptance.

The following examples illustrate typical work activities and are not meant to be all inclusive or restrictive:

  • Provide direction and guidance to faculty for the development of simple to complex multi-disciplinary proposals, including, but are not limited to: recommending funding sources, reviewing and editing proposal narratives, developing budgets, assuring compliance with sponsor guidelines, and final proposal processing, interfacing with University and Corporation administrators for campus approval and submission to the sponsor.

  • Create, develop, and analyze budgets for inclusion with proposals while ensuring the accuracy of content and calculations.

  • Monitor proposal development process to ensure sponsor policies and legal requirements are followed.

  • Analyze fiscal implications and aspects for proposals (i.e., allowable costs, facilities use, WTUs).

  • Interpret and analyze regulations and policies to resolve issues and determine the appropriateness and risk associated with approval of exceptions.

  • Provide guidance to faculty to ensure adherence to specific agency requirements.

  • Ensure compliance with CSU system and campus approval requirements for proposal preparation and submission.

  • Submit proposals to sponsors on behalf of Cal Poly, either hardcopy or electronically.

  • Review, analyze, and interpret various sponsor guidelines and regulations via public and private RFP's Federal Register, FAR and DFARS announcements, and OMB circulars.

Minimum Qualifications (Staff Only):
Equivalent to graduation from a four-year college or university. Three years of technical or administrative experience. (A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.)


Required Qualifications:
  1. Working knowledge of or the ability to quickly learn grants and contracts development and research administration. Ability to keep abreast of issues in higher education and research administration.
  2. Working knowledge of or the ability to quickly learn regulations including California Education Title 5, Executive Orders, State University Administrative Manual (SUAM), Campus Administrative Policies (CAP), system-wide and local policy.
  3. Thorough knowledge of policies and procedures with the ability to analyze, comprehend, interpret and apply legislative information, and legal/contractual language.
  4. Strong ability to take initiative, independently plan, organize, coordinate and prioritize work, and perform in various situations where numerous and diverse demands with time constraints and overlapping requirements are involved.
  5. Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them proactively.
  6. Skill in research, development, and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.
  7. Excellent computer skills with demonstrated advanced proficiency using standard office software programs, including word processing, spreadsheet, database management, email, and calendar. General knowledge and ability to use the internet (i.e., websites, email, online proposal submission, document uploads, and other electronic research tools).
  8. Demonstrated ability to work in a professional manner effectively and cooperatively with a diverse clientele, including interactions with difficult and demanding individuals both in public and private organizations.
  9. Demonstrated knowledge of or the ability to quickly learn private and governmental funding sources and opportunities, and experience interpreting sponsor guidelines and requirements for applying for funding, and ability to communicate regulations and procedures.
  10. Excellent communication skills with the ability to provide training to others. Must be able to communicate professionally, openly, and effectively with faculty, administrators, staff, managers, and the community, with the ability to identify and understand questions and provide helpful responses for problem resolution.
  11. Excellent written communication and proofreading skills (spelling, punctuation, and grammar) with a high attention to detail.
  12. Ability to analyze data and make accurate projects with the ability to compile, write, and present reports.
  13. Demonstrated ability to maintain a high degree of confidentiality
  14. Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University.
  15. Ability to learn and adapt to the use of new technology, such as web-based tools.

Preferred Qualifications:
  • Experience in a University sponsored programs or similar office with experience in grants and contracts preparation and submission.
  • Knowledge of Microsoft Office, including Outlook, Word, Excel, Access, and PowerPoint, and ability to quickly learn a variety of computer programs, as well as specific knowledge of funding search engines such as Sponsored Programs Information Network (SPIN), grants.gov, and other various computer applications and web-based programs to enter and retrieve information, program databases, and research funding sources.
  • CRA or CPRA certification.

Retired CalPERS members selected for this vacancy must request and be approved for reinstatement from retirement prior to the start date. Employment of retired CalPERS members will typically be for 90 days or less and must be for work requiring specialized skills or for a bona fide emergency to prevent stoppage of business.

The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the Executive Order 1083 requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.

This position classification has been defined as exempt and is not subject to overtime provisions of the Fair Labor Standards Act (FLSA).
