Salary Range: $4,693 - $7,617 per month. (anticipated hiring range $4,693 - $5,162 per month.)

Position Description:

Facilities Management and Development (FMD), a unit within the Administration and Finance Division (AFD), is responsible for the planning, construction, operations, maintenance, and repair of university facilities and grounds. FMD consists of five critical and interdependent support departments, including Facilities Customer & Business Services; Energy, Utilities, & Sustainability; Environmental Health & Safety; Facilities Planning & Capital Projects; Facility Operations; and one specialty department, Donor and Special Projects.

Under general supervision of the Facilities Finance Manager, the Facilities Information Systems Analyst designs, implements, maintains, and advances innovative use of technology in the support of Facilities goals and functions. The incumbent is responsible to provide analysis, assist in configuration, and administer testing, implementation and support (technical and functional) of the FMD information systems. The position must encompass a full knowledge of information systems and assume program administration, data reporting, and data analysis; provide technical support and training; is integral to business process development and maintenance; function as technical advisor to Facilities management and staff; act as billing and recharge specialist; have high attention to detail; possess analytical skills to find data and conclusion, look for trends, and utilize good communication skills in translating data to leadership and committees.

The following examples illustrate typical work activities and are not meant to be all inclusive or restrictive:

  • Independently develop approaches to and priorities for facilities management business information systems and reporting tools, including oversight, setting standards, and long-term planning.

  • Using independent judgment and considerable technical expertise, administer system configurations to best meet the needs generated by Facilities processes and work flows.

  • Analyze and prioritize departmental and technical needs for system modifications and enhancements and monitor their implementation. Suggest viable options for meeting Facilities business intelligence requirements.

  • Develop, test, implement, and audit processes related to the accuracy and successful collection of facilities data.

  • Administer system security.

  • Act as liaison to AFD Network Technology Services (ANTS) and Campus IT Services for systems modifications, enhancements, and installations.

  • Create test plans and lead teams in systems testing following major upgrades or modifications and conduct individual testing as needed.

  • Offer new approaches and apply strategic solutions to increase efficiency and improve business practices through the use of technology.

  • Provide user support and training and reporting tools and create training manuals and other documentation.

  • In collaboration with ANTS, design, modify, and implement materialized views for data reporting.

  • Develop and distribute recurring and ad hoc reports to a wide range of groups, organizations, and individuals and develop methods for presenting data in a manner appropriate to Facilities business requirements and design.

  • Serve as the primary contact for facilities information system users, data analysis and reporting requests, and associated software related issues.

  • Design, create, run, and analyze audits to ensure data accuracy and database integrity.

  • Minimum Qualifications (Staff Only):
    Equivalent to graduation from a four-year college or university. Four years of technical or administrative experience. A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.


    Required Qualifications:
  • Thorough knowledge of Facilities-related data information systems, associated reporting software, and the relationships between data elements.
  • Demonstrated ability to independently analyze and evaluate software functionality through technical documents and testing, perform fit-gap analyses, and design and document efficient and effective business practices.
  • Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to drop sound conclusions and recommend new or revised policies, procedures, or solutions.
  • Demonstrated ability to analyze facilities software modules and data requirements and research data availability and access methods.
  • Ability to write and perform audits for data integrity management.
  • Demonstrated ability to interpret, apply and explain to others a variety of complex, vague, and/or frequently changing policies and technical rules and procedures.
  • Ability to exercise appreciable judgment and discretion, reflective of a thorough understanding of the broad impact of policies on business processes and facilities information systems, in order to anticipate problems and proactively address them.
  • Ability to understand facilities data and apply that understanding to ensure reporting output is clear and accurate.
  • Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
  • Demonstrated ability to maintain a high degree of confidentiality.
  • Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public business administration and operational and fiscal management.
  • Demonstrated ability to lead project implementation teams in understanding objectives, gathering requirements, reviewing issues, and arriving at solutions to meet project deadlines.
  • Ability to accomplish work objectives collaboratively as well as independently.
  • The ability to initiate, establish and foster communications and teamwork by maintaining a positive, cooperative, productive work atmosphere and to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
  • Thorough knowledge of English grammar, spelling and punctuation.
  • Excellent communication skills, including the ability to effectively communicate information in a clear and understandable manner, both verbally and in writing.
  • Excellent organizational and time management skills with the ability to set priorities and coordinate multiple assignments with fluctuating and time-sensitive deadlines.
  • Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, calendaring and email.
  • Working knowledge of or the ability to quickly learn University infrastructure, policies and procedures.

  • Preferred Qualifications:
  • Five or more years of analytical experience of a technical nature.
  • Two or more years of experience working with facilities-related data.
  • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.
  • Extensive knowledge of and experience with methods, procedures, and practices typically found in Facilities work, project management, and fiscal planning and development.
  • Working knowledge of FMD information system, Oracle Business Intelligence Enterprise Edition reporting tools, and PeopleSoft financials.
  • Experience managing a broad range of business functions.

  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs requirements. May be called back periodically to perform work as needed on an emergency basis.

  • This position classification has been defined as "Exempt" and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
