Salary Range: $5,211 - $6,729 (Anticipated Hiring Range: $5,211 - $5,570)

Position Description:
The Facilities Management and Development (FMD) organization is a unit within the Administration and Finance division and is responsible for the management and development of facilities on the university campus.

Under general supervision, the Building Service Engineer performs independent and ongoing performance of preventive and general maintenance and repair work on a wide range of heating, ventilating, plumbing, electrical, mechanical, refrigeration, air conditioning, and water systems. In addition, the Building Service Engineer performs less sophisticated and comprehensive work on complex refrigeration and air conditioning systems.

DUTIES AND RESPONSIBILITIES:

The following examples illustrate typical work activities and are not meant to be all inclusive or restrictive:

ESSENTIAL JOB FUNCTIONS Daily 90%

  • Operate, maintain, repair, perform corrective and preventive maintenance, and inspect heating, ventilating, air conditioning, refrigeration, and water systems and equipment.

  • Test, adjust, and calibrate boiler and air conditioning machinery and mechanical, electrical, pneumatic, and/or microprocessor control instruments.

  • Test and chemically treat boiler, condenser, and cooling tower water and water from other systems.

  • Maintain, inspect, diagnose and make emergency repairs to steam, natural gas, water, refrigerant, air and oil distribution systems.

  • Maintain swimming pools.

  • Regularly use features of building automation systems to diagnose and troubleshoot problems in the HVAC systems while optimizing energy usage.

  • Monitor building automation systems data and adjust system accordingly.

  • Respond to service requests to adjust air flow, temperature and humidity balances for individual rooms, building areas or buildings.

  • Maintain logs of maintenance and repairs using manual and computerized record-keeping systems.

  • Repair and replace bearings, shafts, seals, rings, and electrical wiring and install central system parts, gauges, valves, and pipes, which requires the application of journey-level skills in one or more of the applicable trades.

  • Provide instruction to unskilled and semi-skilled assistants.

    OTHER JOB FUNCTIONS As Needed 10%

  • Perform other job-related duties and special projects as assigned.

  • Attend training and maintain skill currency as appropriate to safely and effectively complete assignments.


  • Minimum Qualifications (Staff Only):
    Two years of journey-level experience in the operation, maintenance and repair of boiler, heating, ventilating, refrigeration and air conditioning equipment and systems or the equivalent combination of formal course work in mechanical technology and hands-on experience.


    Required Qualifications:
  • Thorough knowledge of high and low pressure boilers, and heating, pneumatic, ventilating, air conditioning, refrigeration, pumping and cooling towers, and other mechanical equipment as well as the methods, tools and materials used in the operation, maintenance and repair of such equipment.
  • Demonstrated experience in the installation, operation, and repair of HVAC equipment and systems.
  • General knowledge of ventilation principles, thermal dynamics, water chemistry, and closed water systems.
  • Working knowledge of energy management systems including the ability to understand and use system features.
  • General knowledge of the applicable state and federal safety codes and regulations pertaining to mechanical and HVAC systems.
  • Ability to install, operate and repair HVAC equipment and systems and demonstrate a high degree of mechanical skill equivalent to journey-level in one or more related trades such as plumbing, pipe fitting, electrical, or air conditioning.
  • Ability to maintain records, retrieve data and prepare standard reports using manual and/or computerized record-keeping systems.
  • Demonstrated ability to read, interpret, and work from blueprints, plans, drawings and specifications, and make rough sketches.
  • Ability to estimate cost, time and materials of mechanical work.
  • Ability to provide instruction to unskilled and semi-skilled assistants.
  • Analyze and respond appropriately to emergency situations.
  • Ability to read, write and perform arithmetic functions at a level appropriate to the position.
  • Ability to interact and communicate in an effective and dependable manner, as well as establish and maintain cooperative working relationships with clientele such as students, staff, faculty and co-workers.
  • Demonstrated ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
  • Excellent organizational and time management skills with the ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
  • Ability to demonstrate professionalism in entering occupied areas including student residential halls, faculty and staff offices and other university space.

  • Preferred Qualifications:
  • Demonstrated skills in an institutional or construction environment utilizing a customer-oriented and service-centered attitude.
  • General knowledge of operations and maintenance of commercial swimming pools.

  • Special Conditions:
    This position may require the ability to obtain AHERA Contractor/Supervisor certification for Asbestos Related Work with annual refresher training and Cal/OSHA Lead in Construction training with annual retraining, as well as, the ability to wear respiratory protection appropriate for the hazard encountered. A Cal/OSHA mandated medical evaluation is required prior to the use of a respirator.

    Retired CalPERS members selected for this vacancy must request and be approved for reinstatement from retirement prior to the start date. Employment of retired CalPERS members will typically be for 90 days or less and must be for work requiring specialized skills or for a bona fide emergency to prevent stoppage of business.

    The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
