Position Description:

The Assistant Director of University Accounting and Reporting reports to the Director of University Accounting and Reporting and assists in responsibilities that may include, but are not limited to: preparation of the University's GAAP Financial Statements, first line management of the GAAP reporting process and audit; other internal and external reporting, such as legal basis, FIRMS, IPEDS, DGS, CSURMA, gasoline and diesel fuel tax, WASC, NACUBO, instructional equipment and campus enterprise programs (Housing, Parking, Extended Education, IRA, Mustang Daily); and ensuring accounting and reporting compliance at the transaction level for fixed assets and property accounting, non-student accounts receivable, and all campus entities, programs, and funds.

Under the general direction of the Director, this position is responsible for the development of the University's GAAP financials statements, including the ledger conversion and subsequent preparation of a complex set of annual financial statements that comply with GAAP and GASB pronouncements and a detailed CSU format. The incumbent is responsible for the review and integration of auxiliary data into the annual financial statements, coordination of the annual GAAP audit, ensuring preparation of supporting documentation for the GAAP audit process, providing GAAP derivation and GAAP ledger expertise for and during system implementations and upgrades, and participating in discussions for setting policy and problem resolution at the campus and systemwide levels on GAAP accounting issues and the GAAP audit process. The incumbent is responsible for administering all aspects of the CSU GAAP process at the campus level, including the development of GAAP policies and implementation of those policies, planning financial statement and audit timelines based on CSU timelines, ensuring scheduling of all meetings with appropriate personnel, timely response to all deadlines and communications, acting as first point of contact with CSU external auditors, and providing timely and informative communications to the Director and campus senior management. The incumbent is accountable for the results of the GAAP program area and processes and is responsible for taking action with respect to determining requirements, and then carrying out the requirements of the program area. In addition to representing and acting on behalf of the University with respect to development and application of GAAP activities, the incumbent must be able to make decisions for their program area that can potentially impact the University and CSU systemwide financial reporting.

  • Minimum Qualifications (Staff Only):
    Bachelor's degree in accounting or related field and three (3) years of professional level accounting experience with demonstrated success in the supervision and first line management.


    Required Qualifications:
  • Thorough knowledge of accounting and internal control principles and practices.
  • Demonstrated ability to develop, interpret, communicate and apply policies and procedures.
  • Expertise in principles and best practices associated with public and business administration, fiscal management, record keeping, and GAAP principles in a complex environment.
  • Thorough knowledge of or the ability to quickly learn state, CSU, and campus fiscal policies and procedures, including auxiliary agency funds and separate business units.
  • Experience with a mainstream accounting system (e.g. SAP, Oracle, PeopleSoft, etc.).
  • Demonstrated management, leadership, and customer service experience requiring a very high level of diplomacy and professionalism.
  • Knowledge of State and Federal law related to higher education financial issues and areas of responsibility.
  • Expertise in investigating and analyzing problems from a broad and interactive perspective; and using appreciable ingenuity and innovation to conceive of new approaches and strategic solutions to address complex problems and issues.
  • Working knowledge and ability to research and work with tax law as it relates to universities and non-profit/tax-exempt entities.
  • Strong ability to review, interpret, and analyze financial information.
  • Ability to work in a professional, fast-paced environment, work as a member of a team and provide direction as a team leader.
  • Excellent communication skills; ability to effectively communicate information in a clear and understandable manner, both verbally and in writing.
  • Thorough knowledge of English grammar, spelling, and punctuation.
  • Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
  • Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
  • Ability to effectively manage, provide leadership and supervise the work of others in assigned areas of responsibility.
  • Demonstrated ability to maintain a high degree of confidentiality.
  • Excellent organizational and time management skills with the ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
  • Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, the Internet, as well as online calendaring and email.
  • Working knowledge of or ability to quickly learn University infrastructure, policies, and procedures.

  • Preferred Qualifications:
  • Working knowledge of PeopleSoft.
  • Ability to write and edit queries using mainstream accounting system (e.g. SAP, Oracle, PeopleSoft).
  • Higher education management and accounting experience.
  • Prior experience with Governmental/Fund accounting.

  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
  • The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
  • This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.
  • Full-time MPP employees are required to disclose outside employment at the time of hire or within 30 days of taking additional outside employment subsequent to the time of hire.
  • This position classification has been defined as "Exempt" and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
  • Ability to sit at a desk for extended hours, to utilize a keyboard and computer terminal for extended periods of time.

    Retired CalPERS members selected for this vacancy must request and be approved for reinstatement from retirement prior to the start date.
