Working Hours: One full-time (10 months per year), tenure-track faculty position, beginning in August 2017, based in the Noncredit ESL Department. The standard contractual work week for this position is forty (40) hours. The standard contractual work week for this position is forty (40) hours. The standard instructional work week shall consist of thirty (30) hours of instructional time, curriculum development, preparation, and student evaluation (contact hours and preparation hours). The remaining time will consist of five (5) student hours (of which at least two (2) hours must be designated office hours), and five (5) institutional service hours. Noncredit faculty may substitute three (3) of the required five (5) weekly student hours for additional preparation hours. The person selected for this position will be subject to assignment to any district facility during any hours of operation.

Basic Function and Other Details:
The Noncredit ESL Department is seeking an experienced community college or Adult School ESL instructor who will lead curriculum development, instruction, and transition efforts to bridge noncredit ESL students to Career and Technical Education (CTE) certificate programs and employment. The candidate selected for this position will liaise with credit CTE departments and faculty to form learning communities in which cohorts of ESL students receive focused instruction and support in introductory courses for CTE certificates. The successful candidate will also work closely with the Career Specialist for Continuing Education to provide students with information about career paths and job placement and with the Workforce Innovation and Opportunity Act (WIOA) Grant supervisor to collect and report data on noncredit ESL transitions to CTE certificate programs and to employment.

DEPARTMENT DESCRIPTION:
The MiraCosta College noncredit ESL program offers students a variety of learning opportunities to achieve proficiency in the English language and formulate and attain personal, academic, vocational, and/or civic goals. The department offers seven levels of English language instruction, as well as Career-Track ESL, conversation classes, reading and writing skills-based classes, computer and digital literacy classes, open-entry distance learning, citizenship, computer-based study, and weekend classes. Classes are offered at the MiraCosta College Community Learning Center in Oceanside, as well as at 10 sites throughout the district. The department receives a Workforce Innovation and Opportunity Act (WIOA) federal grant, assesses students on a fixed schedule as a requirement of the grant, and annually reports benchmarks.

Representative Duties:
(E = essential job function)

Duties and responsibilities may include, but are not limited to, the following:

1. Provide instruction in the noncredit ESL program, primarily in the area of Career-Track ESL. (E)

2. Work in collaboration with other full-time noncredit ESL faculty in the development, assessment, and revision of Career-Track ESL curriculum. (E)

3. Collaborate with other full-time noncredit ESL faculty to organize and lead staff development and mentor associate faculty in ESL and Career-Track ESL. (E)

4. Participate in departmental and faculty functions such as service on hiring committees, faculty performance evaluations, collaboration with staff, and participation in department meetings. (E)

5. Work collaboratively with noncredit and credit colleagues from other disciplines in order to create inter-curricular pathways for transitioning noncredit ESL students into the workforce or postsecondary education. (E)

6. Work with credit CTE faculty and local community workforce agencies and employers to develop Career-Track courses that meet workforce needs by preparing students to meet entry-level expectations. (E)

7. Work collaboratively with faculty, counselors, and administration to facilitate the implementation of instructional and student support services as required by statewide and national initiatives such as Adult Education Block Grant (AEBG), Workforce Innovation and Opportunity Act (WIOA) Title II, and Student Success and Support Program (SSSP). (E)

8. Develop, review, and maintain currency of curricula for courses the individual teaches and develop new ESL curricula in collaboration with lead instructors as appropriate. (E)

9. Participate in the development, assessment and evaluation of student learning outcomes (SLOs). (E)

10. Assist in recruiting students and promoting the noncredit ESL program through participation in MiraCosta College and Continuing Education-sponsored events and educational outreach.

11. Participate in college-wide committee work and collegial governance. (E)

12. Maintain currency in the discipline. (E)

13. Assist in curriculum development for Integrated English Literacy and Civics Education program under WIOA in coordination with faculty and WIOA Grant Supervisor to support employment in in-demand industries and occupations that lead to economic self-sufficiency. (E)

14. Assist in planning and the integration with the local workforce development system and its functions to carry out the activities of the department.

To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:

1. a bachelor's degree in teaching English as a second language, or teaching English to speakers of other languages; OR

2. a bachelor's degree in education, English, linguistics, applied linguistics, any foreign language, composition, bilingual/bicultural studies, reading, or speech; AND a TESL certificate, which may be completed concurrently during the first year of employment as a noncredit instructor; OR

3. a bachelor's degree in any of the majors specified in #2 above; AND one year of experience teaching ESL in an accredited institution; AND a TESL certificate, which may be completed concurrently during the first two years of employment as a noncredit instructor; OR

4. a full-time, clear California Designated Subjects Adult Education Teaching Credential authorizing instruction in ESL; OR

5. a master's degree in TESL, TESOL, applied linguistics with a TESL emphasis, linguistics with a TESL emphasis, English with a TESL emphasis, or education with a TESL emphasis; OR
6. a bachelor's degree in TESL, TESOL, English with a TESL certificate, linguistics with a TESL certificate, applied linguistics with a TESL certificate, or any foreign language with a TESL certificate; AND a master's degree in linguistics, applied linguistics, English, composition, bilingual/bicultural studies, reading, speech, or any foreign language; OR

7. a master of education degree in TESOL, Literacy and Culture (University of San Diego) or a master's degree in Linguistics with a Specialization in TESOL/Applied Linguistics (San Diego State University) -- approved comparable degree majors at MiraCosta College; OR

8. a valid California Community College teaching credential authorizing instruction in the appropriate subject matter; OR

Strong academic preparation in area of instruction, including a Master's degree in Teaching English as a Second Language (TESL), Teaching English to Speakers of Other Languages (TESOL), or Education with a TESOL focus. 2. Knowledge of and successful recent experience in creating Career-Track/Vocational ESL curriculum and delivering Career-Track/VESL instruction for adults, including soft skills for the workplace as well as ESL for field-specific areas. 3. Experience in teaching Career-Track ESL/VESL via a variety of delivery methods and models identified as best practices both state-wide and nationally. 4. Experience in analyzing local workforce trends and community workforce needs in order to inform curriculum development. 5.
