Working Hours: POSITION AVAILABLE: One regular, full-time position, 40 hours per week, 12 months per year on the Oceanside campus. The work schedule will be Monday through Friday, 8:00 am - 4:30 pm. The person selected for this position will be subject to assignment to any district facility during any hours of operation.

Basic Function and Other Details:
BASIC FUNCTION:
Under direction, maintain and balance general ledger and subsidiary ledgers; maintain income, expense and balance sheet accounts to accumulate and report accounting data; reconcile financial records and reports with county reports; prepare comprehensive and complex statistical and financial reports; provide technical direction to other staff and management; prepare and interpret financial statements; and perform related duties as assigned.

DISTINGUISHING CHARACTERISTICS:
Accountant I is distinguished from Accountant II in that the incumbent in the latter class is assigned the more complex assignments including development of accounting processes and procedures, complex accounting modeling/reporting and fixed assets management, while the Accountant I is assigned a broad range of journey-level general accounting duties.

Representative Duties:
ESSENTIAL DUTIES & RESPONSIBILITIES:
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

1. Collaborate with the financial aid office to project cash flow needs for student financial aid disbursements such as FSEOG, PELL, CWS, Cal Grant, FTSSG and the Federal Work Study program; draw down funds, process refunds, record income/expenditures and inter-fund cash transfers and reconcile financial aid; maintain and balance financial aid program.

2. Maintain and balance cash receipts and deposit systems; prepare deposits, cash clearing transfers and submit deposit permits to the County Treasurer; perform reconciliations for all bank accounts, reconcile cash with county reports, research and correct all reconciling items.

3. Maintain, balance and audit the general ledger and subsidiary ledgers; maintain income, expense and balance sheet accounts to accumulate and report accounting data for the complete financial cycle of the district's various funds; analyze financial information and prepare internal/external financial reports and financial statements.

4. Prepare, post and maintain monthly suspense accounts, auditor transfers, inter-fund transfers and inter-program charges; enter and post all journal entries as needed to maintain the general ledger and subsidiary ledgers; perform reconciliations of various accounts within the district and reconcile account activity with the county and the treasurer's office.

5. Prepare grant and categorical program claims and reports; analyze and reconcile report data for accuracy; forward claims to appropriate signatories and agencies; prepare and submit the 311Q report to the Chancellor's office; maintain and coordinate mandated cost claim reporting.

6. Perform year-end functions and provide necessary information and documentation for annual audits.

7. Create billing and mail invoices to various entities and maintain and reconcile accounts receivables; run processes to interface billing and account receivables to the general ledger; monitor aged receivables and write off uncollectible debt; create and update master customer file to bill customers for facility rentals, goods and services.

8. May support construction project management, which includes analysis, asset additions and retirements, asset depreciation and all related accounting entries and preparation of reconciliation reports; analyze construction in progress, review policy compliance and record asset on completion of project; prepare and file all state-funded capital outlay claims to the Chancellor's office. OTHER DUTIES:
1. Assist in the development of new procedures and provide ongoing auditing of current procedures to ensure compliance and effectiveness.

2. Develop reports for various purposes as needed.

3. Train and provide work direction to student workers and campus aides.

4. Perform related duties as assigned.

Type of Benefits:
COMPENSATION: Based on the 2018-2019 classified salary schedule, the starting salary for this position will be $5,810.00 per month (range 26, step 1), plus a full benefit package which includes employer-paid medical, dental, and vision plans for employee and dependents; $100,000 employee life insurance; other optional coverages; and membership in the California Public Employees' Retirement System (CalPERS).

Minimum Qualifications:
EDUCATION & EXPERIENCE:
To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:

Graduation from a four-year college or university with a degree in accounting, business, finance or a related field, and one (1) year of related experience.
-or-
An AA degree in accounting, business, finance or a related field and two (2) years of related experience.

(IMPORTANT: For work experience, one "year" is defined as equivalent to 40 hours per week for 12 months, or at least 2,080 hours)

Desirable Qualifications:
DESIRABLE QUALIFICATIONS: 1. Previous experience with PeopleSoft and/or Workday financial software 2. Proficiency with Excel

Licenses and Other Requirements:LICENSES AND OTHER REQUIREMENTS: A valid California driver's license and the ability to maintain insurability under the district's vehicle insurance program. WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES: Provide work direction to campus aides and supervise student workers.
