Job Summary:

The Finance Manager should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Reporting to the Director of Administrative Services, the Finance Manager (FM) oversees and provides leadership for budget and financial services, and the Service Center for the Capital Programs and Facilities Management (CPFM) unit. This position is an integral part of the organization and works closely with the management team to maximize the use of department resources to achieve the objectives of the University, the Administration and Finance Division, and CPFM.

The primary role of the Finance Manger is to maintain the fiscal integrity of CPFM within the requirements and mandates of the State of California, the CSU, and CSU-Fullerton. Must be a flexible and adaptable leader to help guide CPFM through organizational and operational changes. Seeking an individual with knowledge and experience in the enhancement/development of computer systems to improve operations and better serve our campus customers.

Effective communication skills are essential for the Finance Manager to perform the duties of this position, particularly in communicating to senior management, in providing staff guidance and motivation, and in business interactions with other campus departments such as Accounting, Budget, and Contracts and Procurement. Performs other duties as assigned.



Essential Qualifications:
Bachelors degree from an accredited college or university or an equivalent combination of education and experience. Experience managing a diverse staff to achieve objectives. Knowledge and experience overseeing financial operations, records and reporting. Ability to manage projects, programs, assignments and services. Skill in researching, evaluating, developing, and implementing policies, procedures and programs. Ability to manage the day-to-day operation of a university Facilities Service Center for facilities maintenance, repairs, and minor construction and alteration projects. Fluency in computer applications and a broad range of technology to complete work requirements. Experience in utilizing computerized financial systems and spreadsheet applications.
Excellent customer services skills. Excellent interpersonal skills, excellent communication and presentation skills (writing and speaking). Positive management style. Ability to apply best practices and to build successful teams.

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Special Working Conditions:
Will carry a master key. Employment is contingent upon satisfactory completion of fingerprint background check.

The scope of responsibilities for this position includes the making or participating in the making of decisions that may have a material financial benefit on the incumbent. Therefore, you will be required to file an initial Conflict of Interest Form 700: Statement of Economic Interests within thirty (30) days from date of hire and on an annual basis; and complete the CSU sponsored ethics on-line training within thirty (30) days of appointment, and at least once during each consecutive period of two calendar years following the appointment.
