Director Public Relations & Marketing


Definition
Under the direct supervision of the college President, serve as the college Director of Marketing and Public Information Officer. Develop, recommend, implement, and evaluate marketing and communication plans that promote and support the College's vision, mission, and strategic goals; design and direct activities that promote and increase the visibility of and awareness about the College and college events; advise on outreach efforts, student recruitment, and support overall college enrollment management efforts. Lead and direct the Marketing and Reprographics Department, and works collaboratively with management, faculty, staff, and students to develop, implement, and evaluate marketing, communication, and public relations goals for the college. Perform other similar and related duties.

EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following:
  1. Serve as Public Information Officer for the college; coordinate, prepare, and supervise the release of all official college news releases; coordinate public relations activities of the college.
  2. Develop, implement and direct marketing plans and strategies for the college to promote, publicize, and build awareness of the college vision, mission, goals, programs, events, and student achievements.
  3. Advise on new student recruitment trends; develop, implement, and sustain effective outreach and recruitment campaigns to market the college to prospective students and affiliates.
  4. Lead and manage the overall operation of the department, including marketing, public relations, public information, reprographics and college website.
  5. Provide communications and public relations support to the President and other senior administrators for ceremonies, speeches, news conferences, and other critical events; provide guidance to administrators, faculty, staff, and students regarding current and potential public concerns; deliver speeches and make public appearances on behalf of the college as required.
  6. Serve as chair or college representative on various public relations and marketing committees and other committees as assigned.
  7. Develop and promote consistency in the college branding and editorial standards to ensure continuity and consistency in all public communications and media.
  8. Maintain the vision, mission of the college on the college website, promotional materials and in the production of all key communication and marketing materials.
  9. Establish college communication and marketing protocols.
  10. Write, edit, oversee, and supervise the production, content, and design of all communications media (i.e., print, website, online, radio, and television).
  11. Serve as editor of college publications.
  12. Supervise the college's promotional and marketing campaigns and activities, including the production of news and feature stories, media guides and event programs.
  13. Promote, support, and supervise major college events and activities.
  14. Build and sustain college historical archive; including but not limited to related biographies, pictures, news clippings, mailing lists, and resource publications.
  15. Hire, train, and evaluate staff; prioritize and assign work; monitor performance and provide counsel and discipline as needed to achieve department goals.
  16. May supervise other assigned areas or programs.
  17. Develop and monitor the department budget; monitor, approve, and reconcile budget expenditures.
  18. Perform other related duties as assigned.

Qualifications
MINIMUM QUALIFICATIONS

Knowledge of :
  1. Theories, techniques, effective practices, and trends for public relations, marketing, and advertising.
  2. Speech writing and public speaking techniques.
  3. Editorial and production standards and services.
  4. Best practices in the development of electronic and print media (e.g., graphic production, photography, and story boarding).
  5. Current trends in marketing and ability to provide a marketing perspective to the college administration.
  6. Mass communication media, including magazines, newspapers, news services, radio, television and online.
  7. Media plan development.
  8. Budget development.
  9. Principles of media, marketing, brand strategy identification and design.
  10. Standard office equipment and procedures, including familiarity with computers.
  11. ADA Compliance Standards for online content on the College website.

Ability to :
  1. Manage and facilitate the development and maintenance of the college website. Ability to design and implement a marketing plan that promotes and supports the mission, vision and enrollment goals of the college.
  2. Direct all community relations and marketing activities of the college.
  3. 14. Develop a plan to promote a thorough understanding of the college vision, mission, goals, and programs.
  4. Compose and edit communications about the college (e.g., news articles, press releases, biographies, official reports, and promotional literature).
  5. Write, edit, design, illustrate, conceptualize, and produce effective college publications.
  6. Plan and coordinate production schedules to meet deadlines.
  7. Organize and direct college events (i.e., community, promotional, and recruiting activities; presentations, ceremonies, and receptions).
  8. Effectively manage, lead, direct, and evaluate the work of others.
  9. Lead effective teams and foster collaboration.
  10. Utilize emerging technology and keep abreast of communication trends.
  11. Remain current in professional marketing practices, strategies, and theories.
  12. Communicate effectively; demonstrate excellent skills in both written and oral communication.
  13. Perform the full range of activities associated with college public relations, marketing, and publications.
  14. Operate a vehicle observing legal and defensive driving practices and possess a valid, appropriate, and unrestricted California Driver's License.
  15. Work extended hours, including weekends and/or evenings when necessary.
  16. Develop and facilitate an effective internal marketing plan.
  17. Develop and facilitate a communication plan that supports college outreach.

Education and Experience :
  1. Possess a bachelor's degree from an accredited institution, with major course work in English, journalism, public relations, or a closely related field.
  2. At least three years of work experience related to the position.
  3. Experience in mass media advertising, including newspaper, magazine, radio, television, Web page, and direct mail.
  4. Or, any combination of experience and education, which would provide the equivalent qualifications.

Desirable Qualifications :
  1. Possess a master's degree from an accredited institution, with major course work in English, journalism, public relations, advertising, graphic design, business administration, or a closely related field.
  2. Experience as a Marketing and/or Public Relations Director or equivalent (minimum two years of experience).
  3. Supervisory experience over a production and design department (minimum two years of experience).
  4. Demonstrated success in the return on investment in social media.
  5. Experience developing marketing strategies to a diverse population or audience.

Conditions of Employment
This is a regular, full-time, 12-month per year, classified management position. The normal hours of work will be 8:00am to 5:00pm, Monday through Friday, with some flexibility required to meet the needs of the department. The effective date of employment will be arranged with the supervisor.

PAY PHILOSOPHY:
Starting salaries for support staff positions begin at Step-1 of the salary range. All movement on the salary schedule will occur July 1 of each year for all classified management employees. Salary subject to 1.56% COLA effective 7/1/17.
