PT Hourly POOL - Accounting Analyst


Definition

This is a CONTINUOUS recruitment for an applicant POOL to fill part-time, temporary, hourly assignments on an as-needed basis. Departments or Divisions will refer to the POOL of applications on file to fill temporary assignments as the need arises. Applications are accepted year-round and will remain in the pool for one year.

Short term/temporary assignments do not offer fringe benefits or pay for holidays or time not worked, and are limited to 28 hours per week or 160 days per fiscal year. The hours of work and effective date of employment will be arranged with the supervisor.

Qualifications and Physical Demands

Definition:
Under general direction and within a broad framework of standard District policies and procedures, plan, organize, oversee and maintain the financial functions of general, ancillary, and/or categorical programs and other related institutional fiscal/budget functions to insure budget and related fiscal reporting integrity for the college and District.

DISTINGUISHING CHARACTERISTICS:
The Accounting Analyst is the highest level professional classification in this class series. Employees at this level receive limited supervision. This level requires specialized subject matter expertise in governmental fiscal accounting, including the principles and practices of accounting and budgeting, generally accepted accounting and budgeting procedures, and the development and maintenance of complex accounting and budgeting procedures, as well as extensive, directly related and progressive experience. Knowledge is applied to research and evaluation involving innovative solutions and alternatives. Employees at this level participate in decisions of significant impact or consequence. Employees in the classification lead and direct the work of others; meets with administrators, program mangers, internal staff, and auditors for the purpose of planning and coordinating activities, implementing administrative decisions, justifying or defending decisions, and/or other fiscal issues.

EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following:
a. Prepare budget reports required in the annual fiscal audit of the college and/or District and work in support of the administrator to correct any budget related audit concerns.
b. Prepare, interpret and analyze complex accounting records and financial statements, including general accounting, costing or budget data.
c. Ensure timely financial and statistical reports for management and/or Board use.
d. Provide general training, technical direction and statistical analysis for college categorical program managers concerning budget, compliance, revision, and maintenance.
e. Prepare, review, and revise fiscal reports required by Federal, State, and Local categorical funding agencies.
f. In concert with other college/district staff, audit, verify, and provide information on status of assigned programs.
g. Maintain communication and provide direction to college/district department heads on budget assignments, corrections, expenditures, and program changes.
h. Provide updated information on Federal, State, County and local fiscal conditions and decisions which will impact college revenue and expense.
i. Analyzes, interprets, and administers laws and regulations relating to accounting and budgetary control systems.
j. Lead and coordinate the work of other accounting staff in federally or state funded grant programs; oversee the processing of fiscal transactions and reports related to assigned programs.
k. Compile, review and prepare data from a variety of sources; prepare and assist in the preparation of regular and special reports as required.
l. Responsible for the coordination of a specialized organizational unit and the lead and supervisory responsibility of its staff as may be required.
m. Coordinate the preparation and distribution of material for a variety of meetings and follow through with forms and reports for use by administration, Board of Trustees or state or federal as may be required.
n. Perform a full range of simple to complex clerical functions in support of assigned projects, studies, and programs.
o. Prepare and maintain accurate accounting records.
p. Serve as resource to and liaison for assigned programs.
q. Prepare, maintain, and/or revise customized reports and/or spreadsheets relating to assigned programs.
r. Participate in year-end closing procedures.
s. Independently respond to a variety of inquiries and requests regarding policies, procedures, and functions of area of responsibility.
t. Operate a variety of modern office equipment including a computer for word processing, database, and spreadsheet preparation; utilize financial record keeping software for program accounting.
u. Assist supervisor with special projects as required.
v. Attend meetings and participate on committees as assigned.
w. Perform other related job duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:
1. General functions, policies, rules, and regulations of a complex organization such as a community college.
2. Community college budgeting and accounting.
3. Principles of double entry accounting and state accounting and reporting requirements.
4. Categorical programs and other related institutional budget functions to ensure budget and related fiscal reporting integrity for a college.
5. Modern office practices, procedures and equipment, including use of computers for word processing, spreadsheet and other financial software, and data base applications.
6. Operations, services and activities of community college accounting/fiscal programs at an advanced level.
7. Interpersonal communications; public and human relations techniques.
8. Professional letter and report writing.

Ability to:
9. Analyze, interpret and apply federal and state laws and accounting regulations.
10. Determine correct financial reporting procedures.
11. Analyze, use, and interpret accounting and financial data.
12. Gather, compile, and analyze data.
13. Prepare clear and concise reports.
14. Answer customer service and difficult technical accounting questions; facilitate the efficient flow of information to staff and other college/district departments.
15. Understand and independently carry out oral and written instructions.
16. Prioritize tasks and organize work to meet deadlines.
17. Learn and successfully use new software and technology as required to fulfill the requirements of the job.
18. Perform arithmetical calculations with speed and accuracy; correct arithmetical errors made by others.
19. Analyze situations and make decisions on procedural matters without immediate supervision.
20. Communicate effectively in both oral and written form.
21. Establish and maintain effective work relationships with those contacted in the performance of work.
22. Demonstrate an understanding of, sensitivity to and appreciation for, the diverse academic, ethnic, socio-economic, disability and gender diversity of students and staff attending or working on a community college campus.

Education and Experience:
23. Possession of four years college-level course work equivalent to a bachelor's degree in accounting.
24. At least two years of experience in increasingly responsible accounting positions, with one year of experience overseeing the work of others.
25. Or, any combination of education and experience that would provide the required equivalent qualifications.

Employment is on a part-time, temporary basis and contingent upon verification of employment history, background verification as governed under Education Code requirements, eligibility to work in the United States, and approval by the CCCD Board of Trustees.
