Accounting Technician


Definition
Under the direction of the assigned supervisor, perform accounting for assigned program or auxiliary and ancillary accounts including preparation of financial statements; perform District-wide accounting for specific accounting functions such as accounts payable; provide clerical support to assigned department; perform other related duties as assigned.

EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following:
  1. Perform specialized technical and highly detailed accounting work for assigned accounts, including preparation of required financial statements, maintenance of general ledger, and other related fiscal reports; work closely with management of assigned programs to provide relevant and timely fiscal data.
  2. Interpret policies and procedures; provide recommendations and technical guidance to administrators and others regarding financial and accounting policies; make decisions within broad guidelines.
  3. Prepare and record posting of transactions to the general ledger for assigned programs; prepare journal entries for assigned funds.
  4. Compile, maintain and reconcile information required in processing state financial and accounting reports, tax forms, and budget information; interpret information utilized to assure compliance with federal, state, and local policies, laws and regulations; prepare required reports; initiate and transmit payments.
  5. Reconcile and audit checks to check reports; make disbursements according to District and College procedures.
  6. Collect, count, and reconcile monies and accounts; prepare bank deposits; maintain records of cash transactions and receipts; reconcile receipts and disbursements with appropriate accounting records.
  7. Analyze financial information and advise program and accounting personnel of trends, issues and discrepancies; perform month-end closing process; reconcile bank accounts; calculate accruals.
  8. Compile, calculate and prepare payroll/fringe data on auxiliary accounts and prepare reimbursements.
  9. Respond to requests for information from district/college operating units, governmental agencies, and the public regarding financial and accounting information and policies; investigate discrepancies and make corrections as required.
  10. Research information and provide data and reports for administrators, vendors and other departments or agencies.
  11. Process purchase orders and direct payments for assigned accounts; create expenditure transfers, verify encumbrances and compile information to make payments in accordance with Federal, State, County and local policies.
  12. Maintain appropriate records for assigned programs, accounts and functions.
  13. Set up and monitor accounting ledgers related to area of assignment; review and correct a variety of reports; adjust journal entries to properly record financial transactions; ensure data integrity of reports.
  14. Input a variety of data to make vendor payments and prepare reports.
  15. Enter appropriate data to close accounts at year-end; provide information to auditors.
  16. Implement accounting procedures to prepare accounting information for conference travel and claims for reimbursement.
  17. Use a computer and related software for data entry, word processing, reporting, and messaging.
  18. Assist supervisor with special projects as required.
  19. Independently respond to a variety of inquiries and requests regarding functions in assigned department.
  20. Perform general office support duties such as opening and routing mail and deliveries; preparing correspondence; filing and record keeping; duplicating and distributing various materials; typing and answering telephones.
  21. Perform other related job duties as assigned.

Qualifications
MINIMUM QUALIFICATIONS

Knowledge of :
  1. Accounting and bookkeeping practices, procedures and terminology.
  2. Technical aspects of assigned programs.
  3. State of California Accounting Manual for Local Education Agencies and Community Colleges.
  4. Financial and statistical record-keeping techniques.
  5. Modern office practices, procedures and equipment, including use of computers for word processing, spreadsheet and other financial software, and data base applications.
  6. Computerized accounting systems.
  7. General accounting, budget and business functions of an educational institution.
  8. Preparation of financial statements and accounting reports.
  9. High-level customer service techniques.
Ability to :
  1. Analyze and prepare financial statements, reports, accounts and records of revenues and expenditures.
  2. Maintain accurate and detailed financial and statistical records and statements.
  3. Verify, reconcile, balance, audit and adjust assigned accounts.
  4. Interpret and apply District, Federal and State accounting policies, procedures and regulations.
  5. Operate a computer, applicable software and other office equipment according to assigned area.
  6. Make complex arithmetic computations with speed and accuracy.
  7. Adjust to new technology.
  8. Assist departments, staff, and customers by providing answers and information regarding specific account information, discrepancies and procedures.
  9. Compose correspondence and reports independently or from brief instructions.
  10. Handle multiple project assignments.
  11. Work independently with little direction.
  12. Analyze situations quickly and objectively to determine proper course of action.
  13. Plan and organize work to meet schedules and time lines.
  14. Provide high-level customer service, in person and over the telephone.
  15. Communicate effectively both orally and in writing.
  16. Establish and maintain effective relationships with those contacted in the course of work.
Education and Experience :
  1. Completion of two years of college level course work equivalent to an associate's degree in accounting, business administration, or other related field.
  2. At least three (3) years of progressively responsible experience in accounting.
  3. Or, any combination of education and experience that would provide the required equivalent qualifications.

Conditions of Employment
This is a regular, full-time, 12-month per year classified position. The normal hours of work will be 8:00am to 5:00pm, Monday through Friday, with some flexibility required to meet the needs of the department. The effective date of employment will be arranged with the supervisor.

PAY PHILOSOPHY: Starting salaries for support staff positions begin at Step-1 of the salary range. All movement on the salary schedule will occur July 1 of each year for all classified employees.
