California State University Dominguez Hills was established in 1960 and is one of the 23 campuses that comprise The California State University System. CSU Dominguez Hills is an urban, comprehensive public university that serves a culturally rich, diverse student body of approximately 14,000 students at the undergraduate and graduate levels. Located on a 346-acre site in the South Bay portion of the greater Los Angeles metropolitan area, CSU Dominguez Hills has a highly pluralistic student body, which includes a significant number of non-traditional, working adult students as well as approximately 2,000 students enrolled in distance learning programs statewide. The University, with its five Academic Colleges, has more than 300 full-time faculty members and is situated in an area characterized by an extraordinary heterogeneity of people, and an extensive array of high technology industries and professional services.

CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Position Information:
This is a full-time, permanent (probationary) position.

Department: Procurement, Contracts, Logistical and Support Services

Procurement, Contracts, Logistical and Support Services is a comprised of the following units within the Division of Administration and Finance: procurement, contracts and Memorandums of Understanding (MOU's), receiving warehouse services, asset management, facilities leasing and scheduling, records management, inventory stores, mail services, copier program, and
university printing services. The mission of the department is to procure goods and services, assist and organizes university needs to realize cost saving and cost avoidance for individual departments and the university, and to ensure compliance with all aspects of state procurement and contracting law and CSU policy. As a major resources for information, financial guidance, legal assistance, customer service as it may relate to the expenditures, risk assessment and financial responsibility of state and university funds.

Major Job Duties:

Under immediate supervision of to the Manager, Procurement and Contracts, this is an entry level position responsible for day to day recurring purchasing activities for which there are well-defined instructions, models and precedents. Typical assignments involves procurement of basic supplies, equipment and services. Incumbent shall work with customers to expedite purchasing documentation so as to ensure that goods and services are properly received and payments authorized on a timely basis. Duties may includes some clerical tasks, but the majority of the responsibility is of a technical nature and/or developing ordinary contracts, service agreements, or leases. Items or services purchased may range from those acquired directly from the vendor/contractor with little or no modification to unique, scarce or custom-made items requiring creative development of original specifications, with general supervision or assistance. Resolution of conflicts between providers and end-users is an integral part of this position. The Buyer I is expected to apply current specifications on all contract and purchasing documents regardless of complexity or technical content.

Qualifications:
Required Knowledge, Skills, and Abilities:
General knowledge of principles, practices and procedures; knowledge of, or demonstrated ability to quickly learn, the methods and procedures of purchasing, including the processes of competitive bidding as required by the California State Statutes and Codes; as demonstrated by:

Ability to: perform or learn campus routine purchasing, ordering, and contract processes; write specifications; understand and apply California State Statutes and Codes; follow processes (usually
computer processes) for recording and documenting purchasing activities; establish and maintain cooperative working relationships with vendors and with faculty, students, administrators; and members of the general public independently gather and analyze data necessary for informed purchasing decisions; make accurate arithmetic computations; read and write clearly in English; analyze competitive bids; conduct business transaction and perform simple research work by telephone. Ability to use a computer to learn and apply computer technology to the total purchasing process.

Certification: Valid drivers license

Specialized Materials: Electric Carts, system software such as PeopleSoft Financial module, P-Card purchases, Campus MarketPlace, computerized office systems and word processing/spreadsheet tools (Word, Excel, Adobe Acrobat, Microsoft Outlook, Internet). Other delivery type scanners, software or systems used in a business setting.



Experience and Education:
Minimum Qualifications:
Required Education: Equivalent to an undergraduate degree in purchasing, marketing, accounting, general business, or other appropriate field. Additional experience which has demonstrated that the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.

Preferred Education: Bachelor's degree in purchasing, marketing, accounting, business or other appropriate field.

Required Experience: Equivalent to one year of purchasing experience as a buyer or buyer trainee in a competitive bidding setting or in the processes or administration of contracts, service agreements or leases.

Preferred Experience: Two years in the procurement and contracts field within the CSU system or higher education, or knowledge and experience in an educational or large organizational structure.

Certified Purchasing Manager (CPM) or Accredited Purchasing Practitioner (APP) certification is preferred.

Salary Range:
The salary range for this classification is $3,239 - $5,165 monthly.
