Under direction of the Director of Human Resources and Labor Relations, the Title IX Coordinator/Compliance Officer will be responsible for providing leadership and centralized support for District compliance with all requirements under Title IX of the Educational Amendments Act of 1972; the Americans with Disabilities Act (ADA); Sections 504 and 508 of the Rehabilitation Act of 1973; the Clery Act; the Violence Against Women Act (VAWA); and other federal and state anti-discrimination laws and matters pertaining to discrimination, harassment, and sexual violence.

Examples of Duties

  • Monitors oversight of the District's efforts to comply with legal and regulatory obligations with regard to Title IX, Violence Against Women Act (VAWA), Campus SaVE Act, and other relevant legislation, regulation, and directives
  • Acts as an information resource, communication channel, facilitator and complaint coordinator for all staff, faculty, students and affected third parties for assessing all allegations of issues in violation of the legal requirements
  • Provides centralized support to assist in compliance of legal and regulatory obligations
  • Oversees, coordinates, and ensures timely and thorough investigations of allegations and complaints of discrimination, harassment, and sexual misconduct, including but not limited to, sexual assault, sexual harassment, relationship violence; issues findings; and recommends appropriate remedial measures
  • Writes or coordinates comprehensive reports of investigations with findings of fact and recommendations
  • Monitors and coordinates regulatory compliance with local, state and federal civil rights laws and regulations, including Title IX, ADA, Sections 504 and 508 of the Rehabilitation Act of 1973, the Clery Act, and Violence Against Women Act
  • Ensures associated mandated reporting is completed
  • Oversees, trains, leads, and collaborates with investigators on discrimination, harassment and sexual misconduct matters
  • Works in a collaborative process to develop and review related District policies and administrative regulations and procedures in accordance with legal obligations and best practices
  • Recommends changes in District policy to the Director of Human Resources and Labor Relations as relates to case law involving relevant legislation, regulation, and directives
  • Develops and maintains case management database to organize, manage, and track incidents
  • Prepares annual statistical report(s) on the number, nature, and disposition of complaints of discrimination, harassment, and sexual misconduct. Tracks cases, data, and trends to identify patterns and make recommendations to address them
  • Informs college community of options and raises awareness of resources with respect to reporting and filing complaints
  • Advises and collaborates with campus community partners, as appropriate, on the status of initiatives, case management trends, challenges and concerns pertaining to discrimination, harassment, and Title IX compliance
  • Provides direction for communication of resources regarding addressing sexual misconduct
  • Develops and plans for programs, services, education and assessment of Title IX program and prevention efforts, including sexual misconduct prevention training for students, faculty and staff
  • Assists in the development and implementation of ongoing campus-wide climate surveys to assess the college's overall understanding of sexual misconduct and gender-based issues and trends
  • Operates standard office equipment and various software to produce correspondence and reports such as email, word processing, spreadsheet, databases, and website management
  • Assists in developing programs ad responses
  • Serves on governance and administrative committees, as assigned
  • Driving for position-related duties
  • May assist with negotiation of policy/procedure changes recommended as a result of current case law
  • Performs other related duties as requested or assigned


Minimum Qualifications

Education and Experience:

  • Equivalent to a Bachelor's degree from an accredited college or university in higher education administration, human resources, psychology, social work, or related field
  • Two years of progressively responsible experience in areas such as complaint resolution, student judicial affairs, human resources management, civil liberties/civil rights, public safety, and/or mental health, including experience handling litigation, mediation, investigation, and/or research related to sexual misconduct, sexual violence/assault, sexual exploitation, stalking, harassment, and/or discrimination
  • Experience in interpreting federal and state Equal Employment Opportunity laws and Title IX regulations
Please note: Additional experience may substituted for education on a year-for-year basis for a maximum of two years.

Desirable:
  • Three or more years of related experience, including experience in handling grievances and conducting investigations alleging gender-based violence, discrimination and/or harassment (Title IX investigations in a Higher Education setting)
  • Experience dealing with workplace dispute resolution and/or student or employee conduct adjudication in a Higher Education, nonprofit or public sector organizations setting
  • Master's degree from an accredited college or university or other advanced professional degree
Knowledge of:
  • Thorough understanding of Title IX laws, guidance, and policies, VAWA, and state and federal guidance and laws relating to harassment and discrimination
  • Fundamental fairness, due process, and how both fit into a trauma informed process
  • Functions and structure of a community college or similar educational setting
  • Principles and practices of developing and delivering effective training
  • Standard office practices and procedures, including basic business data processing applications
  • Basic supervisory principles and practices
Ability to:
  • Conduct and oversee investigations and alternative resolutions
  • Gather, organize and perform analysis on complex situations involving sensitive topics
  • Demonstrate sensitivity to and understanding of diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students and the community
  • Determine, based on evidence, whether violations of policy or harassment/discrimination laws/policies have been violated and maintain appropriate confidentiality
  • Perform independently; collaborate with others; design, implement and manage administrative processes and remain neutral, objective and independent throughout the process
  • Present findings and recommendations that are significant to the organization
  • Develop valid and effective investigation and mediation procedures
  • Maintain record-keeping and other files, understand data management processes and ensure appropriate data is properly collected and maintained
  • Analyze technical information, evaluate alternatives and exercise sound judgment within established guidelines
  • Analyze trends, patterns and possible systemic issues that may affect the college culture with regard to Title IX issues
  • Exercise sound judgment in all matters
  • Research and prepare clear, concise and effective written reports, recommendations, correspondence and other materials
  • Successfully develop and implement educational and training programs, with strong presentation and facilitation skills
  • Instruct and direct the work of staff
  • Operate a computer to enter, edit and retrieve data to produce correspondence, reports and other written materials using various software
  • Establish and maintain effective working relationships
Other Requirements:
  • Possession of, and ability to maintain, a valid California driver's license and a safe driving record during the course of employment
  • Must be willing to work days, evenings, and weekends at various sites


Additional Information

Salary: $4,864 to $5,362 per month to start; seven-step schedule to $6,518 per month. Full-time, 12 months per year (225 day work year), Monday - Friday 8:00 a.m. - 5:00 p.m., with evenings and/or weekends as required. Confidential employees are required to join the Public Employee's Retirement System (CalPERS) and as such must contribute up to 7% of their monthly salary to CalPERS on a pre-tax basis. Position scheduled to begin as soon as possible, pending continued funding and Governing Board ratification. Salary is subject to proration based on beginning date of assignment.

*Cabrillo College reserves the right at its discretion to hire confidential employees at a higher starting step placement, up to step three, in acknowledgement of an individual's previous job-related experience or factors as may be determined upon submission of appropriate written documentation.
