LOCATION: District/Signal Peak Campus – Coolidge, Arizona
JOB SUMMARY: Manage the safety programs for the District.
RESPONSIBILITIES: The incumbent will:
- Provide leadership and oversight for occupational and environmental health and safety activities to ensure a safe and health work and residential environment for students, faculty, staff and visitors to the College.
- Advise the District administration and departments on policies, programs, procedures and relevant campus protocols to ensure that College operations comply with local, state, and Federal rules, regulations and laws. Work with federal, state and local authorities to protect the College's interests in matters of occupational safety, health and environmental compliance, developing protocols, procedures, and programs to ensure compliance and in support of the needs of the campus community.
- Monitor the effectiveness of the College's health and safety program by reviewing policies, procedures and related items with the college's safety committee. Serve as Chair of the Safety Committee and represents the College at state health and safety meetings. Provide technical guidance to departments regarding environmental compliance and overall health and safety. Maintain state and federal reporting, inspection, testing, and permitting requirements, including monitoring, tracking and reporting air permitting and emissions inventory, chemical facility rules, irrigation and water quality, Homeland Security underground and above ground tanks, and hazardous waste.
- Develop, implement, and monitor District-wide injury reporting system. Provide expertise to the District when designing occupational health and safety plans. Prepare promotional material and helps to market training programs. Evaluate and assess occupational health and safety training programs. Oversee the elevator inspection program. Represent the assigned area in public relations activities including public speaking and coordinating workshops and conferences. Serve on standing and ad hoc committees to present claims data and trends; provides assistance with annual insurance renewal.
- Serve as a liaison with county and municipal police and fire departments on matters of fire code compliance, life safety, fire drills and security issues. Coordinate Life Safety inspections with local and state inspection agencies. Provide immediate local interpretation of basic Life Safety code compliance. Prepare and maintain the College’s Emergency Response Plan and other emergency response plans, Pandemic Flu and other disease Response Plans, and above ground storage tanks. Perform or manage environmental impact surveys. Manage the college Transportation Reduction Program (TRP).
- Provide support to Student Affairs disabilities services coordinator as necessary. Oversee activities in support of the public requiring special accommodations for large-scale events at campus venues. Use general office equipment, computers, other relevant office equipment, industrial hygiene instruments for indoor air quality and noise sampling. Perform ergonomic evaluations as requested and provide recommendations. Serve as advisor to the Disability Accommodations Committee. Investigate indoor air quality complaints as requested. Assist with accident investigations. Operate, maintain and calibrate health and safety monitoring and testing equipment.
- Coordinate training, maintains records, and provides information resources for: Hazardous Waste, Spill Prevention Control and Countermeasures, Hazard Communication (Right to Know),(Material Safety Data Sheets), Bloodborne Pathogens, all other OSHA programs as appropriate. Manage the occupation health program for the District. Manage all aspects of driver program requiring adherence to DOT qualifications. Maintain DOT records for qualified drivers, including DOT required drug testing.
- Monitor compliance of all safety standards for the District. Identify job safety hazards; identify and direct occupational health and safety training. Research, evaluate, and advise on current trends and developments in occupational safety and health. Investigate all accidents and injuries on District property as required. Analyze and examine trends workers’ compensation, liability, property, and other insurance claims data; presents claims reports and trends to administrators.
QUALIFICATIONS:
EDUCATION: Bachelor’s degree
EXPERIENCE: Two years of directly related experience.
SPECIAL POSITION CONDITIONS: May require occasional evening or weekend work. Will require travel throughout the District using own means of transportation. Must have, or be able to obtain in 30 days, a valid Arizona drivers’ license and be insurable.
The knowledge, skills, and abilities required to perform this job include, but are not limited to the following:
- Knowledge of OSHA rules and regulations and how they are they are applied in the practical work setting.
- Knowledge of OSHA reporting requirements.
- Knowledge of risk management principles including federal, state and local laws relating to OSHA and other related occupational health and safety laws, codes and standards.
- Knowledge of Americans with Disabilities Act and the required employee interactive process.
- Skill in facilitating risk identification and risk control processes.
- Skill in analyzing, evaluating and presenting information about trends in worker’s compensation, property and liability claims.
- Skill in independently performing risk related research.
- Skill in developing, implementing and communicating occupational health and safety programs.
- Ability to communicate effectively in writing and orally.
- Ability to work effectively with a broad range of employees.
- Ability to explain complicated information in a way that can be easily understood.
SALARY: Entry salary is $62,626.00
