Emergency Management Coordinator

Job Summary

Columbus State University has an opening for an Emergency Management Coordinator. This position will play an important role in the Command Staff of the Columbus State University's Police Department. Reporting to the Assistant Chief of Police, the Emergency Management Coordinator is responsible for oversight and administration of the University's Emergency Management Program and for supporting training and exercise activities in relation to the University's overall emergency preparedness. The Coordinator's ultimate ability to be successful and effective in the area of emergency management will depend critically with the Coordinator's ability to work collaboratively and as a partner with many offices and departments throughout the University. The regular hours for this position are Monday to Friday 8:00 am to 5:00 pm. Hours may vary due to needs of the University Police Department, the University, and as an emergency situation arises. Twenty-four hour on-call response will be required to perform emergency management functions and related duties during an emergency. Holiday, weekend, and evening work hours may be required.

Responsibilities

Program Planning
  • Develop, coordinate, and implement the University's Emergency Operations and Business Continuity Plans and Protocols and all Functional or Incident Specific Plans.
  • Assess programmatic needs as well as the needs of our students, faculty and staff for any specific emergency situation.
  • Build relationships with local, regional, and state agencies to improve interdepartmental cooperation in emergency situations.
  • Ensure and oversee the development of regular Emergency Preparedness Training, Exercise, and Community Education Programming. Where appropriate and feasible, exercises will incorporate local, regional, and state partners.
  • Ensure and oversee the University's After Action Program as a component of all exercises and actual incident response to document and track potential deficiencies or capacity development opportunities, and to incorporate into Corrective Action Plans.

Program Management
  • Ensure the University's adoption and implementation of relevant best practices with respect to emergency management, including utilization of the Incident Command System and National Incident Management System as recommended by the Department of Homeland Security, FEMA, and the Department of Education.
  • Collaborate and work as a partner with other departments on campus to identify, make recommendations, and implement a training and exercise program that is derived from the University Emergency Operations Plan and reflect best practices within the University's higher education peer group. Track corrective actions that arise from training, drills, other exercises, and actual incidents.
  • Identify systems and operational problems, proposes solutions, and works to build consensus.
  • Develop outreach materials to educate community members and campus visitors on Emergency Preparedness and maintain the Emergency Preparedness website. Interface with faculty, staff, and students to ensure planning, coordination, and community buy-in.

Committees/Professional Development
  • Attend and present materials at relevant emergency preparedness conferences, meetings and similar events to develop relationships with other relevant outside agencies and with other colleges and universities in the region.
  • Present emergency preparedness lectures/training at the request of faculty and staff.
  • Emergency Response / Emergency Operations Center Activation 24-hour, on-call response to perform emergency management functions and related duties during an emergency, including serving as Emergency Coordinator in the University's Emergency Operations Center.
  • Participate as an expert in the development and maintenance of the University's emergency response capability for biological, radiological, and chemical spills and serve as liaison to fire departments.
  • Ensure necessary EOC-related equipment is kept in inventory, calibrated and periodically tested.
  • Other related duties as assigned.


Required Qualifications

Minimum qualifications include a Bachelor's degree in Emergency Management or a related field; a minimum of five years' emergency management, emergency preparedness, disaster operations response, and workplace safety experience with increasing responsibility; certificates or coursework in emergency preparedness, hazard mitigation planning, emergency management, disaster resiliency, and risk assessment or related topics; and a valid driver's license. The successful candidate must demonstrate effective, accurate, and clear communication with excellent verbal, written, interpersonal, reading, and leadership skills to supervise, facilitate, motivate and inspire a highly diverse group of employees; follow all written and verbal instructions; be willing to ask questions as needed for clarification of projects/tasks/duties/assignments; apply organizational and time management skills to complete work with accuracy and a keen attention to detail; possess a demonstrated ability to make difficult, time-sensitive decisions under stressful conditions; successfully operate computers proficiently with basic Microsoft Office software (such as Word, Excel, and Outlook) and associated professional software; use assigned technology/devices/equipment to achieve annual goals and maintain confidentiality; handle all activities and highly confidential information with patience, discretion, good judgment, courtesy, and tact while working with people from a wide variety of backgrounds; prioritize and perform multiple projects/tasks; meet deadlines/timelines; respond to others in a timely manner; and work both independently and collaboratively within the University with a high standard of integrity and ethics, in support of the University's overarching mission and values.

Preferred Qualifications

Preferred qualifications include: a Master's degree in Emergency Management; experience within a campus security and or academic institution or community comparable to higher education; and completion of or training in FEMA ICS-100, 200, 300, 400, 700, and 800 training courses or a combination of related courses.

Proposed Salary

The annualized salary range for this position is $43,000 - $47,000.
