JOB SUMMARY:

Provides high level support for all phases of the University's procurement process for goods and services under guidelines set by policy.

RESPONSIBILITIES & DUTIES:

  1. Advise University departments on purchases.
  2. Identify and qualify vendors to include in the procurement selection process.
  3. Receive, evaluate and process requisitions in accordance with established University policies and procedures.
  4. Prepare and issue bid documents and analysis to ensure that the outcome of the selection process is in the best interest of the University and in compliance with University, local, state and federal requirements.
  5. Recommend changes in purchasing policies and procedures, as necessary.
  6. Serve as liaison to University personnel, provide guidance and general information regarding established purchasing policies and practices; answer questions and resolve problems.
  7. Prepare contract documents for all Facilities Construction related jobs and establish and maintain purchase order / requisition logs for same.
  8. Establish and approve new sources of supplies and services; using catalogs, internet, directories, etc.
  9. Responsible for more complex Facilities projects.
  10. Participates in departmental wide projects and initiatives, including those involving training, user education, team building and professional development. When required provides assistance to the Director of Procurement.
  11. Responsible for special projects as assigned.
  12. Perform other job-related duties as assigned.

REQUIREMENTS: (Knowledge, skills and abilities)

  1. Knowledge of Best Practices for procurement.
  2. Knowledge of New York State Contract and Buying Consortia.
  3. Knowledge of facilities procurement/MRD is required.
  4. Knowledge of purchasing principles and ethics.
  5. Advanced knowledge of Microsoft Word and Excel.
  6. Strong oral and written communications skills.
  7. Strong negotiation skills with vendors.
  8. Strong analytical and problem solving skills.
  9. Ability to deal effectively with University personnel and outside representatives.
  10. Ability to be organized and pay attention to detail.

PHYSICAL REQUIREMENTS:

None.

EDUCATIONAL/EXPERIENCE REQUIREMENTS:

  1. Bachelor's Degree or an equivalent combination of education and experience from which comparable knowledge and abilities can be acquired.
  2. Minimum 5 years of demonstrable experience in a buying position is required for consideration.
  3. Higher education and large non-profit or a relevant government contractor/agency is preferred.
