JOB SUMMARY:

The Associate Director of Government Relations will serve as the University's chief government relations officer at the local, state and federal levels. The Associate Director will represent the University with elected officials and prepare administration and staff for meetings with government officials and agencies. The Specialist is responsible for promoting legislative efforts that are beneficial to the University.

Job duties include meeting with local, state, and federal government officials, improving relationships with elected officials, staying current on existing and proposed legislation, and coordinating these activities with the University's retained lobbyists, as well as updating management on relevant laws and regulations.

REPORTS TO: Associate Vice President for External Relations and Chief of Staff



RESPONSIBILITIES & DUTIES:

Government Relations

  1. Coordinate the University's city, county, state and federal government relations strategy and lobbying activities and priorities
  2. Arrange and execute University lobby trips and activities for the University President, Provost, and students
  3. Seek grant applications, in coordination with the Director of Corporate Foundation and Government Grants, for public funding for institutional priorities. Coordinate lobbying, and oversee lobby partners, to secure funds
  4. Participate in the development of state and federal priority recommendations and documentation, legislative request support materials, economic impact/development information and other materials in support of the university's government relations activities.
  5. Visit federal, state and county legislators personally to advocate on behalf of Adelphi
  6. Serve as the University liaison to higher education advocacy organizations at state, federal, and NYC levels
  7. Ensure timely filing of semi-annual lobby reports (January and July)
  8. Connect weekly with state lobbyists to keep them up to date with University priorities and address emerging issues
  9. Maintain close relationships with LI directors for United States Senators and key Members of Congress keeping the staff informed about institutional priorities
  10. Check in at least monthly with lobbyist in Albany to stay connected to University state priorities and federal matters
  11. Monitor NAICU and CICU updates for implications of emerging policies and priorities and share efforts with campus partners (i.e. financial aid, public safety, student affairs, business affairs and advancement)
  12. Work on maintaining and improving the relationship between Adelphi University and the Village of Garden City, as well as act as a resource and advocate for matters presented to the Village of Garden City for approval.

Campus Engagement

  1. Collaborate with academic departments to bring politicians to campus for student/community forums
  2. Assist in finding/identifying internship opportunities
  3. Attend political fundraisers when invited as a guest of lobby partners and DC based NAICU events
  4. May participate in the development of university policies and procedures; may serve on university planning and policy making committees.

Team Member of External Relations

  1. Represent the President and the University at public meetings and events when asked
  2. Enhance and expand the University brand visibility on and off campus
  3. Perform other job-related duties as assigned

REQUIREMENTS:

  1. Knowledge of State and Federal government organization and legislative processes, including budget and appropriations processes.
  2. Knowledge of State and Federal government issues related to higher education.
  3. Ability to research legislative history and the status of pending legislation and to analyze pending and enacted legislation.
  4. Excellent problem solving and analytical skills.
  5. Ability to be organized and pay attention to detail.
  6. Ability to prioritize workload according to volume, urgency, etc.
  7. Ability to work as part of a team.
  8. Ability to work independently.
  9. Knowledge of organizational structure, workflow, and operating procedures.
  10. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  11. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  12. Ability to use independent judgment and to manage and impart information to a range of internal and external organizations and constituencies.
  13. Excellent written and interpersonal skills.

PHYSICAL REQUIREMENTS:

  1. Ability to work with computers for long hours.
  2. Ability to travel and work long hours. Hours for the position are varied; evenings and weekends are required.
  3. Frequent travel to Albany and Washington, DC.

EDUCATIONAL/EXPERIENCE REQUIREMENTS:

  1. Bachelor's Degree required.
  2. Minimum of 5-7 years' experience in government affairs jobs
