Project Manager

Position Summary:
The Hume Center for National Security and Technology at Virginia Tech seeks a project manager for its Electronic Systems research laboratory ( ESL ) based in Blacksburg, Virginia. The successful applicant would be responsible for supporting ESL researchers (and affiliated Hume researchers in academic departments) in the execution of programs focused in digital communications, wireless systems and radar platforms, automotive cybersecurity, and quantum information / quantum computation. These programs are funded by a variety of defense and intelligence science and technology (S&T) organizations such as DARPA and IARPA .
The ideal candidate would have demonstrated experience in formal project management, defense contracting, financial management, high performance computing infrastructures, research proposal development processes, and coordination between a diverse set of stakeholders.
While candidates are expected to have technical versatility to support a wide range of disciplines, specific technical expertise in any of the following fields is desired: quantum information and/or computation, signals intelligence ( SIGINT ), electronic warfare (EW), information operations (IO), high performance computing, and satellite communications. Note that this is not an information technology program management position, and successful candidates will have experience developing and managing research and development programs across these domains.
Project managers are responsible for the day-to-day programmatic, administrative, budgetary, and contractual aspects of sponsored research programs, with the support of principal investigators who are responsible for both the development and execution of research programs.
The following are expected responsibilities for the position: (1) coordinate with internal and external stakeholders to ensure smooth establishment and operations of the campus' quantum computing infrastructure, including developing and managing service center rate models for users of the quantum infrastructure; (2) support proposal efforts for new research program opportunities; (3) work with research staff to clearly identify and document project requirements, develop work breakdown structures and realistic schedules, manage resources, and document risk; (4) ensure principal investigators and lab directors are aware of project status and issues; (5) manage program personnel loading, program risk tracking, and program expenditures such as purchasing and travel; (6) ensure appropriate contract burn rates; and (7) work across the Center's portfolio and with program managers in other labs to balance program expenditures and ensure effective use of research staff personnel. The position is anticipated to support the development and instantiation of a standalone Quantum Information (or similar) lab once research activities gain critical mass. This role will be specifically responsible for managing the installation of the quantum computing infrastructure, coordinating with internal and external stakeholders.
This position reports to the Director of the Electronic Systems lab, who has ultimate responsibility for successful program development and execution. Given sponsor and contract restrictions, offer of employment requires US citizenship.

Required Qualifications:
- An earned master's degree in a related technical or professional field or an earned bachelor's degree in a related technical or professional field with equivalent experience.
- Experience working in and/or with the Department of Defense, Department of Energy, National Lab(s), and/or Intelligence Community.
- Exceptional communication skills, with demonstrated experience delivering formal and informal presentations, written proposals, and reports.
- Ability to work as a member of a team in developing and managing projects.
- Capability to rapidly become familiar with technical fields, take on broad tasks, identify the steps necessary to execute them, ensure their proper execution, and succinctly convey their results.
- Ability to obtain and maintain a security clearance.

Preferred Qualifications:
- Experience managing federally funded research programs, particularly those dealing with high performance computing and/or quantum computing.
- Experience working in academic research environment.
- Experience managing projects that deal with quantum computation, applied physics, and/or other high performance computing ( HPC ) projects.
- Active security clearance at the TS/ SCI level.
- Formal training and certification in project management such as CAPM or PMP .
- Experience managing capital projects, site installation, and/or HPC construction.
