Leave Programs Manager

Position Summary:
The Leave Programs Manager provides leadership for the Leave Team and administrative oversight for the University's leave programs for salaried staff and faculty. The position will be responsible for assessment of leave program effectiveness, benchmarking best practices, and collaborating with HR and University stakeholders to design and implement leave programs that support the recruitment and retention of a world class faculty and staff. The Leave Program Manager provides direction in the interpretation and implementation of all leave programs and policies, including the Virginia Sickness and Disability Program ( VSDP ) and Family Medical Leave ( FML ). The Leave Programs Manager is responsible for the functional oversight and administration of the Leave and Time Keeping System; has responsibility for developing and maintaining policies/procedures related to the use and management of leave; and is responsible for developing and delivering training for leave programs and the leave system. The Manager acts as a subject matter expert regarding leave program guidance for compliance with federal and state regulatory requirements, as well as University policies and procedures.

Required Qualifications:
-Bachelor's degree in human resources, business or related field or equivalent level of relevant experience.
-Experience with leave program administration (including FMLA , STD / LTD ) and related benefits demonstrating an understanding of state and federal programs and regulations affecting leave.
-Demonstrated skills in researching, interpreting and communicating complex federal and state regulations.
-Demonstrated knowledge and proficiency utilizing current computer software such as word processing and spreadsheet applications.
-Ability to develop written communications that satisfy the rule of law or policy and is understandable to the reader.
-Ability to interact effectively with a diverse population of employees in a high volume, fast paced setting.
-Excellent analytical, organizational, communication and interpersonal skills.

Preferred Qualifications:
-Experience developing and implementing leave programs with a large employer.
-Experience using large relational databases such as Banner or similar ERP to research employee information.
-Experience administering a web based leave reporting system.
-Familiarity with the impact of leave benefits to payroll transactions.
-Working knowledge of state/university human resources policies and procedures.
-Experience developing and delivering training.
-Working knowledge and/or training in various areas of human resources.
