Program Manager - Facilities Long Term Planning and Execution (Facilities Profe


The University of Connecticut's Facilities Operations Department is seeking a Program Manager of Long Term Planning and Execution (Facilities Professional 3, UCP 9) to manage and coordinate various maintenance and repair projects in a fast-paced, dynamic environment and serve as a technical representative and resource to contractors and University departments.

DUTIES AND RESPONSIBILITES

The successful candidate will be expected to routinely provide supervision of multiple projects to achieve the Facilities Operations five year project plan. This will include the ability to manage all aspects of approved Facilities Operations maintenance and repair projects at Storrs and the regional campuses from inception through completion. This position is a key contributor in achieving best practices in planning, procuring and scheduling of resources in order to maximize utilization of resources and to optimize the quality and timely completion of work. The Program Manager plans, estimates, with input from the Maintenance Engineers, renovation activities for a variety of trades throughout Facilities Operations.

MINIMUM QUALIFICATIONS
  1. Bachelor's degree in Engineering or Construction Management or related discipline; or equivalent combination of education and project management experience to include considerable knowledge of the principles, practices and methods of building repair, renovation and construction work practices, equipment and test methods.
  2. Minimum of eight (8) years' experience in the educational or commercial construction industry or equivalent experience with significantly sized residential construction projects, renovations and maintenance demonstrating strong construction project management skills.
  3. Five (5) years' experience managing or leading staff engaged in construction or renovation projects.
  4. Ability to read, interpret and navigate project schedules, budgets, schematic drawings, plans and specifications including electronic data/databases and documents.
  5. Excellent verbal and written communication skills along with strong organizational and interpersonal skills.
  6. Proven ability to work collaboratively and effectively with all levels of staff including senior management and key stakeholders.
  7. Experience organizing, coordinating, working with and evaluating the work of outside vendors and contractors.
  8. Demonstrated ability to regularly establish and manage time-sensitive priorities.Must be capable of working efficiently under critical deadlines while handling tasks simultaneously in a busy environment.
  9. Experience creating scopes of work for RFPs and documenting points of compliance with contracts.
  10. Demonstrated proficiency with completing administrative tasks related to the project, such as Task Letters, Change Orders, Certified Payrolls, and other procurement related documents.
  11. Must be proficient in the use of computers and have skills in MS Office applications such as Excel and Outlook.
  12. Must be available to work additional hours when project or scheduling needs dictate.
  13. Must be willing and able to be on-call to report to work during emergency closures, inclement weather or for significant events that effect campus operations.

PREFERRED QUALIFICATIONS
  1. Bachelor's degree in Construction Management, Facilities Management, or Engineering.
  2. Experience in commercial project management in a higher education or similar institution/large campus environment.
  3. Experience working with University of Connecticut procurement procedures, State statutes and regulations or other public procurement environment, prevailing wage statutes and professional services contracts.
  4. Has a current Connecticut Contractor License, Project Management or Construction Management Certificate.
  5. Demonstrated knowledge of State of Connecticut building and fire codes, OSHA and Environmental Health & Safety (EH&S) regulations.
  6. Experience using Project Management software and strong technical skills to work with database programs and/or enterprise applications.
  7. Familiarity using a CMMS (computerized maintenance management system).
  8. Experience coordinating and communicating utility and building systems shutdowns and road closures.
  9. Demonstrated experience developing work breakdown structures, critical path analysis, bar charts and task sequencing techniques.

Physical Requirements

Incumbents must possess the ability to perform the required duties set forth above, and may be required to wear personal protective equipment (PPE) when necessary.

APPOINTMENT TERMS

This is a full-time, permanent position. The work schedule is Monday through Friday, 8:00 a.m. to 4:00 p.m. with an hour for lunch. Salary will be commensurate with background and experience. This position is categorized as Emergency Support Services/Essential Staff. Must be willing and able to work during emergency closures/delayed openings due to inclement weather or for significant events that effect campus operations.
