Associate Director for Award Management and Accounting REVISED


Reporting to the Executive Director, Sponsored Program Services and Faculty Services, the Associate Director directs the day-to-day operations of financial (including cash management) and non-financial post-award activities of Sponsored Program Services to meet sponsor requirements, university policy, and meet federal and state regulations, and supports the priorities and strategic objectives of the Office of the Vice-President for Research (OVPR) and University.

This position will engage and collaborate with relevant stakeholders including Deans, faculty and departments, central offices, business managers and other OVPR units, as well as serve as the University point of contact with sponsors and auditors on post award sponsored project matters.The position will train, partner and lead certain aspects of change management functions at UConn and UConn Healthto improve the effectiveness, efficiency, compliance, education and customer service aspects of business processes, systems and staff support in sponsored program administration.

DUTIES AND RESPONSIBILITES
  • Manages the day-to-day operational activities of the post award functions of Sponsored Program Services, ensuring that sponsor requirements, university policy, and state and federal regulations are met.
  • Supervises and evaluates Post-Award staff; provides direction and oversight of professional staff with responsibility for personnel decisions including hiring, firing, evaluation, training and promotion; determines priorities and work assignments.
  • Develops and maintains a proactive grant management environment, which supports investigator needs and meets sponsor, university, and state and federal requirements.Establishes effective processes and efficient standard operating procedures, and manages key processes associated with the financial administration of grant and contract awards.
  • Provides guidance and support to department financial administrators in support of grant administration activities.
  • Leads or assists the Executive Director with the operational and strategic implementation of post award systems, processes, change management, and training activities for both intra-office and institutional programs/activities.
  • Articulates the mission, vision and strategic directives of the office, as well as represents OVPR-SPS to academic and administrative leadership, as well as external university sponsors.
  • In the absence of the Executive Director, assumes full responsibility for the overall operations and functions of OVPR-SPS.
  • Manages the day-to-day operational activities of the post award functions of Sponsored Program Services, ensuring that sponsor requirements, university policy, and state and federal regulations are met.
  • Cultivates and strengthens working relationships with University partners including, but not limited to the Office of the Controller, Deans, Department Heads and Administrators.
  • Leads projects, as assigned by the Executive Director, that improve existing business processes for the management of sponsored projects University-wide, seeking cooperation from departmental finance administrators and other central administrative units for valued input, and ensuring timely and effective implementation.
  • Assists in the development and oversight of departmental metrics that monitor operational effectiveness and institutional performance on key grant activities.
  • Provides oversight of post award functions which include financial reviews, quality assurance, internal and external audits, accounting, billing and collections, sponsored reporting and award closeouts.
  • Ensures that processes and procedures are in place, and staff are appropriately trained, to facilitate the adherence of financial administrative requirements of sponsored awards, including timely cash management.
  • Develops and implements new or revised University financial policies and procedures to ensure a continuous process in keeping OVPR-SPS-owned policies and procedures up-to-date.
  • Establishes programs and offerings of educational programs and information regarding grant and contract financial administration to office staff, University faculty and departmental business office staff, in collaboration with the SPS Curriculum and Training Coordinator.
  • Keeps up-to-date on sponsor requirements, university policies and state and federal regulations regarding the financial aspects of sponsored project administration.
  • Develops and manages employees and organizes them into high performance teams that provide consistent, efficient service delivery to both internal and external customers.
  • Facilitates the career development of staff through goal setting, cross-functional training, team building and professional development.
  • Collaborates with other offices within the OVPR to establish guidelines and effective practices for managing grants and contracts.
  • Acts as a resource and liaison to other University departments.
  • Interacts with external contacts such as program and financial officials for funding agencies.
  • Performs special projects and other duties as assigned.
  • Works closely with SPS staff at UConn Health for cross-campus and other related initiatives requiring travel to/between Storrs/Farmington.

MINIMUM QUALIFICATIONS
  1. Bachelor's degree and at least 7 years of progressively responsible experience in research administration, preferably in a public or university environment with a proven record of advanced skill.
  2. Knowledgeable of federal regulations, sponsor guidelines, and the Federal Office of Management and Budget Uniform Guidance (2 C.F.R. Part 200) as they relate to sponsored program activity.
  3. Excellent organizational and time-management skills.
  4. Supervisory experience.
  5. Ability to work effectively within tight timelines and deadline pressure.
  6. Excellent oral and written communication and interpersonal skills, with a demonstrated ability to work collaboratively within a team and between teams, as well as external constituents.
  7. Evidence of leadership and ability to direct the work of others, and a commitment to mentoring, coaching, and developing teams.
  8. Considerable critical thinking, problem-solving, crisis management, and decision-making abilities.
  9. Excellent computer skills that include a good working knowledge of ERP financial systems and research administration systems.

PREFERRED QUALIFICATIONS
  1. Advanced degree (e.g., Master's in Business, Accounting or equivalent field).
  2. Certified Research Administrator (CRA).
  3. Knowledge of accounting standards and principles.
  4. Experience with internal and external audits of sponsored awards.
  5. Supervisory experience managing a sponsored operations team or group.
  6. Familiarity with and working knowledge of InfoEd software solution.
  7. Familiarity with and working knowledge of Kuali Financial Systems.
