Information System Security Officer

The Information System Security Officer ( ISSO ) will provide essential technical and administrative services to support Virginia Tech's classified and controlled unclassified research portfolio in its Northern Virginia Locations. The ISSO will be a member of the Division of Export and Secure Research that resides within Virginia Tech's (VT) Office of the Vice President Research and Innovation. The position will have primary responsibility for restricted research in the Hume Center for National Security and Technology and the Virginia Tech Applied Research Corporation (VT- ARC ) conducted in the Arlington Research Center.
The successful candidate will have demonstrated knowledge and experience in all aspects of systems and network setup, operation, and administration that is fully compliant with policies, procedures, and regulations related to classified and controlled unclassified information processing and safeguarding. He/she will collaborate with other university units and personnel, including the Contractor Special Security Officer ( CSSO ) and Facility Security Officer ( FSO ), to develop and enforce comprehensive policy guidelines and procedures for setup and operation of these systems. The ISSO will also assist the CSSO and FSO with physical security and personnel access to facilities, potentially to include day-to-day oversight of a Northern Virginia branch facility clearance. The position will report to the Virginia Tech Information System Security Manager ( ISSM ) for Virginia Tech duties, and work through an Inter-organization Personnel Agreement with the VT- ARC ISSM for VT- ARC duties.
Duties and Responsibilities:
-Support senior management, department management, faculty, staff, and students involved in Virginia Tech's classified and controlled unclassified research portfolio.
-Serve as the on-site point of contact to effectively and efficiently address user/customer needs for both controlled unclassified and classified research programs, including those conducted in the Northern Virginia locations of the Hume Center and VT- ARC .
-Provide direct services to users for all aspects of information systems and/or network operations, including design, installation, configuration, setup, accreditation documentation, continuous monitoring, enhanced security safeguarding, instructional training, disaster recovery, cyber incident investigation/reporting and disposition of materials/data at the completion of a project.
-Collaborate to develop and enforce comprehensive policy and procedural guidelines for the setup and operation of controlled unclassified and classified information systems subject to government and/or sponsor-specific rules and regulations, including NIST 800-171 and 800-53, FIPS 199 and 200, applicable Department of Defense publications, NISPOM , ICDs, and industry best practices.
-Create and maintain university policies and procedures to ensure all supported users remain in compliance with applicable safeguarding policies, procedures and regulations related to classified and controlled unclassified information processing and safeguarding.
-Prepare and deliver relevant documents and reports to internal university officials and appropriate external government agencies.
-Initiate and manage new projects from inception to completion, exercising discretion and best judgment. Projects range from moderately complex and varied to working on multiple, complex projects simultaneously and independently.
-Support multiple sites in Northern Virginia and provide comprehensive services, training, system maintenance, inventory control and analysis of existing and future security technology needs.
-Maintain technical expertise and working knowledge of multi-platform operating systems, such as Windows and Linux, and computing infrastructure.
-Maintain technical expertise and working knowledge of applicable government regulations, including NISPOM , ICDs, JAFAN , and any updates or modifications, to establish and train/assist project personnel through the life of restricted projects.
-Carry out projects that are highly sensitive and confidential in nature.
-Completes other duties as assigned.

Required Qualifications:
-Advanced degree or bachelor's degree plus progressively advanced experience in information technology, information security, computer science, or other relevant field.
-Active top secret security clearance and in-scope SCI eligibility.
-Possess DoD Directive 8570 Certifications for Information Assurance Technical ( IAT ) Level II or higher
-Broad operational knowledge of multi-platform computing infrastructure, such as networking, security, backup services and user support.
-Demonstrated experience in system deployment tools, windows client-server environments, Windows and Linux operating systems, hardware maintenance, and IT troubleshooting.
-Working knowledge and experience applying security-related Department of Defense and Intelligence Community policies, procedures, and operating instructions.
-Demonstrated ability to handle sensitive and classified information, and maintain confidentiality with discretion and good judgment.
-Excellent communication skills, interpersonal skills, customer service orientation, and the ability to effectively interact and build trusted relationships.
-Proven ability to effectively organize, prioritize and perform multiple job functions and complex tasks, meet deadlines with short turn-around times, and manage changing situations.
-Ability to lift computer equipment and supplies, working under desks, and working above acoustical ceiling tiles.

Preferred Qualifications:
-Current Certified Information System Security Professional ( CISSP ) certification.
-Completed CDSE FSO training for possessing facilities.
-Experience applying the Risk Management Framework to information system accreditation.
-In-depth understanding of network architecture, network hardware, monitoring and management software, network protocols, routing, switches, firewalls, web filters, and network security methodologies.
-Proficient in network and computer monitoring, data forensics, and data recovery.
-Experience installing, configuring, programming, and supporting customized systems.
-Working knowledge of current NIST Special Publication 800 series, FIPS 199 and 200, applicable Department of Defense publications, NISPOM , and ICDs.
-Proficient using government or industrial security databases such as JPAS , Xacta, DIAS , Access Commander, SIMS , etc.
-Experience working in higher education environment
