Capital Projects & Facilities Procurement Senior Specialist, UCP 9


Working under the general direction of the University Director of Capital projects and Facilities Procurement (CPFP), Associate Vice President of University Business Services, or a designated administrator, University Business Services' Procurement Services is seeking to hire a Capital Projects & Facilities Procurement (CPFP) Senior Specialist. This position is responsible for the administration of all contracting and procurement activities for construction and professional services for the University of Connecticut Storrs, Regional, and UConn Health campuses.

DUTIES AND RESPONSIBILITIES

The Senior Specialist is accountable for performing and managing the most complex tasks relating to utilization of existing policies, procedures, and statutes to plan, develop and organize all phases of assigned responsibilities for prequalification, bidding, awarding, contracting, and contract administration functions of construction and design professional services related procurement; receive, process, approve requisitions and purchase orders for construction and professional services; determine most appropriate delivery method of procurement of construction and professional services in accordance with federal/state statutes and University policies and procedures; prepare and solicit competitive bids from qualified vendors; define and negotiate appropriate terms and conditions on behalf of the University relative to contractual obligations; recommend and/or authorize the purchase of goods and services and ensure the unique needs of the University are being addressed with needs analysis, scheduling, knowledge of local/regional construction industry and market as well as industry trends; exercise designated authority to approve higher dollar value contracts and awards; and serve as primary liaison with the Offices of the Attorney General and General Counsel, outside legal counsel and senior University administrators and officials.

MINIMUM QUALIFICATIONS
  1. Bachelor's degree, preferably in design and/or a construction related discipline, and six (6) years professional experience in a comparable institutional environment OR an equivalent combination of education and related professional experience which totals nine (9) or more years.
  2. Excellent interpersonal skills and the ability to communicate clearly both verbally and in writing.
  3. Demonstrated decision making skills and the ability to facilitate decisions that set priorities, resolve conflict, and drive results.
  4. Thorough working technical knowledge and understanding of design professional services and construction methods.
  5. Knowledge of contract law, accounting, finance, and construction regulations as they relate to purchasing and procurement delivery methods, strategies and trends in local, regional and national construction industries, and federal and state statutes.
  6. Ability to assess organizational needs, communicate those needs to the contractor/vendor community, evaluate services and products to determine technical compliance and resolve discrepancies.
  7. Ability to analyze data, business and market trends and recommend solutions.
  8. Experience working with contractors, design professionals, engineers, consultants, and staff to manage expectations, identify and remove barriers that are impeding progress and/or performance.
  9. Knowledge and proficiency in contractor and design professional services proposal analysis, commodity forecasting, quality assessment and value analysis.
  10. Demonstrated integrity and ability to act without consideration of personal gain and take prompt action in the case of unprofessional and unethical behavior.
  11. Demonstrated ability and supervisory skills to train less experienced procurement staff.
  12. Strong background in construction procurement and knowledge of contracting, construction scheduling, and construction methods, as well as design professional services procurement and contracting.
  13. Strong computer experience in MS Word, Excel, Access, PowerPoint, Project and Outlook.
  14. Extensive experience and proven ability to negotiate, administer, and supervise complex procurement design and contracting documents.
  15. Strong supervisory, leadership, organizational, project management and planning skills with the ability to meet deadlines and facilitate solutions in a fast-paced environment.
  16. Strong interpersonal and persuasive skills with the ability to work effectively with all levels of employees and management.
  17. Ability to travel with own transportation to visit all University campuses and/or meet with various firms/suppliers in support of University initiatives.

PREFERRED QUALIFICATIONS
  1. Advanced degree, preferably in design and/or a construction related discipline.
  2. Familiarity with following software applications: Jaggaer (eProcurement Solution), KFS (Kuali Financial Systems), Oracle Unifier, AssetWorks and/or other commercial planning and project management software.
  3. Knowledge of State of CT General Statutes, Federal Regulations, and University Procurement Policies and Procedures as they relate to construction procurement.
  4. Knowledge of contract law and applicable federal and state procurement statutes and policies.
  5. Extensive experience and proven ability to negotiate, administer, and supervise complex procurement design and contracting documents.
  6. General working knowledge of accepted procurement practices used in a wide range of different and unique commodity groups and services.
  7. Ability to assess organization's needs, communicate those needs to the vendor community, and evaluate contracts to determine technical compliance.
  8. Demonstrated ability to identify and resolve complex contractual issues efficiently, effectively and independently.

APPOINTMENT TERMS

This is a full-time, 12-month position located at the Storrs campus.
