JOB SUMMARY:

Reporting to the Executive Director of Public Safety Assistant Director of Operations serves as second in command and as acting Executive Director in the ED's absence leading this 24/7 Department of Public Safety. On a day-to-day basis the Assistant Director of Operations is responsible for all aspects of Operations including the command center, emergency operations, uniformed personnel, training, development, accreditation and compliance programs; coordinating the activities of the Departments non-sworn personnel; and serving as a key liaison with university representatives. S/he will leverage existing state-of-the-art technology and assist in the design and implementation of new systems and technologies to enhance the safety of the community. S/he will also manage command of major incidents, emergency situations, and special events, and will work in close collaboration with town, county, state and federal law enforcement agencies and other safety and security services on a range of activities, including response to accident, medical or fire emergencies, and requests for assistance. The Assistant Director of Operations will be a highly collaborative manager and leader with outstanding interpersonal, oral, and written communications skills and proven ability to inspire and build relationships of trust and credibility. S/he will bring a strong record of achievement in safety and security, and embrace the Department and University's commitment to a community caretaking philosophy around public safety and the significant dedication of time and energy that requires. S/he will also bring demonstrated commitment to fostering an inclusive environment, and proven ability to work effectively in a richly diverse community and with individuals at all levels of an organization.

RESPONSIBILITIES & DUTIES:

Assist the Executive Director in planning and directing all activities of the Public Safety Department.

Analyze existing administrative procedures; recommend and implement procedural improvements and/or new services designed to increase efficiency, reduce operation cost and provide greater protection and safety to the University Community.

Provides leadership to ensure the efficient operations of functional units of the department.

Provides direction in the enforcement of laws and university regulations.

Assists with the development of departmental goals, objectives, and strategic initiatives. Develops and maintains relationships that nurture the trust of the campus community and establishes a diverse community network.

Participates in crime prevention programming and works with various groups and organizations for the purpose of planning special events and activities. Establishes problem solving community initiatives that promote relationship building.

Supervises Patrol Officer shifts and the Department Incident Command System. Manages the intelligence network and issues related to homeland security.

Prepare for and respond to university-wide events and emergencies. Lead the university Emergency Preparedness and Response Team, facilitating and coordinating communication and response efforts.

Develop, maintain and improve emergency response plans. Plan, document, and coordinate updates and improvements to the Emergency Operations Plan in compliance with regulatory requirement sand industry best practices. Assess the Plan and any subsequent exercise to identify gaps and prioritize improvements.

Define requirements for the emergency operations center. Identify and develop requirements to implement and maintain the Emergency Operations Centers on campus.

Conduct drills and exercises. Plan, facilitate, and document drills and exercises to assess the strength of the Emergency Operations Plan and the readiness of the Emergency Response Team. Following drills and exercises, document After Action Reports to identify and close gaps or implement process improvements.

Outreach to external preparedness and response related entities. In collaboration with other university stakeholders, identifies opportunities and engagement in public-private partnerships and other institutions.

Evaluate personnel needs, interviewing/hiring for vacancies and review performance of supervisory personnel.

Act as liaison and overall coordinator between the Department, University Administration, University Community, Federal, State and local Law Enforcement agencies.

Oversee the University's security technology systems including Emergency Alert System

Perform other job-related duties.

REQUIREMENTS:

Extensive knowledge of the Campus Security Act.

Strong managerial and budgetary skills having worked with a unionized staff.

Knowledge of Local Penal and Fire Safety laws.

Ability to work on multiple projects simultaneously.

Strong computer skills for using Windows, Microsoft Word, Excel and E-mail.

Ability to be organized and pay attention to detail.

Ability to prioritize workload according to volume, urgency, etc.

Ability to work cooperatively with others and deal will all levels of the administration.

PHYSICAL REQUIREMENTS:

Ability to respond, oversee and physically assist in all emergency evacuations.

EDUCATIONAL/EXPERIENCE REQUIREMENTS:

Bachelor's Degree preferred plus 7 years related experience, 3 of which must be in a supervisory capacity.

POSITION(S) SUPERVISED:

Public Safety Officers and Supervisors, Locksmiths, Van/Bus drivers, Office Staff and student workers.
