Program Assistant - Mine Safety & Health Program



Eastern Washington University, Department of Engineering & Design and Comprehensive Mine Safety & Health Program (Grant) are searching for a 75% time Program Assistant (12 months per year).


This position will perform specialized technical and clerical duties in support of the Grant. Under general supervision, position will perform work requiring knowledge experience specific to the Grant. Position will provide faculty, staff, program participants and/or the public with information and interpretation of policies and activities related to the Grant. Position will compose written communications, reports, and will establish and maintain records relating to Grant activities, including both paper and electronic records.


Position will perform technical work, as delegated by the Director of the Grant. For example, this position is responsible for the creation of all administrative reports, including budget reports, as well as reports providing project status, statistics and rubrics. Other Grant specific activities include scheduling of mine safety classes, updating Grant web page, invoicing, maintaining and monitoring budget and informing supervisor of status.


Typical Work performed as delegated and under guidance or direction of the Director



  1. Primarily responsible for preparation of all required administrative reports; responsible for completeness of reports, ensuring that report data is in compliance with federal and EWU rules, policies, procedures and standards, as well as the federal MSHA States grant program;

  2. Make travel arrangements; make sure all travel plans comply with the Grant and EWU policies;

  3. Prepare budget for the grant project;

  4. Create and update statistical graphs showing number of and type of trainings done by the grant project;

  5. Purchase supplies and equipment for the Grant;

  6. Reconcile Banner finance system charges to make sure that all expenses were correctly charged to the Grant accounts;

  7. Prepare budget revisions;

  8. Keep all Grant files and records required fro compliance with the MSHA States Grant program;

  9. Make sure all files, records and record keeping activities comply with all MSHA state grants record keeping, as well as university and state requirements for records maintenance and retention;
    #Assist the MSHA Grant Instructor in preparation of pre and post-tests for safety trainings;

  10. Prepare rubric analysis of the pre and post-tests for safety trainings;

  11. Register miners for the annual refresher trainings and new miner trainings;

  12. Answer questions by the clients on the safety trainings;

  13. Receives and screens public by telephone and in person; makes appointments; arranges for transportation and accommodations.

Required Qualifications



  • High school graduation or equivalent;

  • College coursework;

  • Two years of full-time clerical experience; completed degree may be substituted for the required experience on a year for year basis.

  • Demonstrated ability to apply a culturally responsive and flexible approach that is supportive to the diverse needs, including universal access, of our students, faculty, staff, and the public.


Position Specific Requirements



  • At least two years of prior work experience relevant to working as the sole program or administrative assistant;

  • Experience using spreadsheets, and updating web pages;

  • Experience using complex, large enterprise data systems, such as Banner. “Large” means involving more that 10,000 records.




Preferred Qualifications:

  • Experience working on a federal grant;

  • Any knowledge of mine safety rules and regulations;

  • Past work experience on MSHA grants;
    Experience and/or training on Banner systems and institutional travel forms and procedures.
