The Position:
As the flagship campus in the San Diego Community College District, San Diego City seeks an innovative, experienced and passionate leader for the position of Vice President of Instruction. Recognized for its commitment to social justice, equity, and academic excellence, the college has been committed to student achievement for more than 104 years. Under the direction of the college president, the Vice President of Instruction serves as a member of the San Diego City College executive team, responsible for assessing, managing, and implementing educational programs and services. Working in collaboration with the campus community, the Vice President of Instruction provides leadership and direction for all instructional programs and support systems. This includes leadership in the areas of strategic planning, curriculum, assessment, accreditation, program development, budget management, and faculty assessment and development. The Vice President of Instruction works with all divisions of the college and district staff, and communicates effectively with faculty and staff, district managers, external public agency representatives, and the general public to promote student achievement.

Major Responsibilities:
Within the framework of participatory governance, the Vice President of Instruction will:Plan, organize, administer and evaluate the instructional and instructional support programs of the various schools on a major campus. Work collaboratively to develop annual instructional budget recommendations according to established procedures; allocate, monitor and control assigned program budgets. Provide instructional leadership for shared governance groups in establishing objectives and plans for the development of new instructional programs/services; in accordance with defined approval guidelines and budgets. Analyze and interpret, education law at the State and Federal level, including California Education Code, Title 5 regulations, and relevant state-wide initiatives and policies to determine and plan for impacts to the college and to promote student success and equity. Provide leadership in assessing curriculum and program development activities in order to promote and facilitate relevant and effective educational courses and programs in instructional areas, and serve as a member on relevant curriculum-related committees. Serve on committees and task forces; maintain liaison with other site and District administration to assure coordination of activities; promote sharing of ideas and communication, and innovation of successful operating practices with others in similar positions inside and outside the District. Provide administrative oversight of staff assignments and schedules; assign work locations in accordance with established District policy. Oversee the hiring, training and evaluation of faculty and staff. Prepare reports and oversee the dissemination and maintenance of required reports, records and files. Represent the college and the District and participate at the local, State and national levels to promote and publicize instructional programs. Coordinate and direct special projects and perform other duties as assigned. Initiate studies and analyze data as necessary to determine the need for new or modified course offerings, programs or services. Direct, evaluate and advocate for instructional facilities and equipment and recommend improvements. Supervise and facilitate the resolution of student, instructor, staff conflicts, complaints and grievances. Ensure the timely and accurate preparation of college class schedules and catalogs. Lead the enrollment management of the college by collaborating with faculty, Deans, administrative and student services to promote student success and equity.

Qualifications:
Degrees must be from accredited institutionsBoth of the following: (a) Masters degree; AND (b) One year of formal training, internship, or leadership experience reasonably related to the administrators administrative assignment

Desired Qualifications:
The following qualifications are desired or preferred but not required: Extensive curriculum development and enrollment management experience. Working knowledge of State and federal regulations governing higher education. Demonstrated administrative experience working in a community college. Higher education classroom teaching experience. Leadership experience in program review, master planning, and accreditation. A doctorate or advanced degree.. Knowledge: Instructional principles and techniques.Goals and objectives of assigned programs.Governance systems for California community college districts.Supervision, management and public administration principles.Local, state and federal laws governing programs and services of community college districts.Trends in educational program offerings.Delivery systems for instructional programs and services.Goals of the Districts educational master plan.Districts collective bargaining process.Technical aspects of the instructional program.District organization, policies and procedures.Public relations and marketing techniques.Skills and Abilities: Develop and implement schedules for programs and services.Evaluate instructional needs of District clientele.Interpret and apply local, state and federal regulations, and District policies and procedures which relate to instructional services.Display strong leadership skills.Maintain excellent interpersonal relations with college, program, and District staff, students and community groups.Select, assign, train, supervise and evaluate staff.Develop and direct delivery systems and implementation procedures for instructional programs and services.Develop budget recommendations and administer and control adopted budget.Demonstrate analytical and assessment abilities.Influence and persuade people to follow a prescribed course of action.Communicate effectively both verbally and in writing.Training and Experience:Any combination of training and experience equivalent to: Masters degree from an accredited institution in an area related to education or instructional services and five years of increasingly responsible experience in managing an instructional program in an institution of higher education.

Licenses:
Valid California drivers licenseCalifornia Community College Supervisory Credential.

Pay Information:
Range 20 ($10,505.63 $17,098.10) per month based on the current Management Salary Schedule.

Initial salary placement is commensurate with related experience and promotional rules. The District offers a comprehensive fringe benefit package including employer paid: medical, dental, and vision plans; sick and vacation leave; and opportunities for professional development. Initial Salary Placement, Promoted or transferred employees will be placed as specified in the Management Employees Handbook. This position is FLSA Exempt and may not accrue overtime.
