Transportation Network Manager

Position Summary:
The Transportation Network Manager, reporting to the Director of Parking and Transportation, oversees and proactively manages the University's transit system including the Campus Connect Bus, VTCRI Shuttle, Hokie Bike Hub, Regional Bike Share program, Commuter Alternative programs (Carpool, BB&W), and the University Vanpool program. This position will provide oversight for the related practices, processes, planning, and service administration, and serves as the primary contact and contract administrator/liaison for various transportation service providers, including Blacksburg Transit, Valley Metro, and others, providing service to over 4 million university passengers per year. The position will focus on managing and promoting transportation and smart commuting options to / from and around Virginia Tech and will assist the Director in identifying, planning, and implementing strategic initiatives for the department, including a Multi-Modal Transit Facility that will become the transit hub for campus. The Multi-Modal Transit Facility ( MMTF ) will accommodate ridership waiting/transfers and will serve multiple modes of alternative transportation with the goal of reducing parking demand and single-occupancy vehicle usage and increasing other modes of transportation to campus. The Transportation Network Manager will have an integral role in this process and the successful planning for the university's transportation needs as this initiative moves forward and the university continues to grow.
In addition, the Transportation Network Manager will support a combination of program operations, budget and financial, outreach and communications, and administrative support to ensure the success of strategic priorities. This position will work closely with university administration, campus departments, student organizations, community partners, and contractors to develop and promote transportation programs, facilitate grant writing and manage on-going marketing and promotions for transportation programs, and be the subject matter expert to help define and promote efficient and sustainable transportation options for campus community. This position will represent the department and university in committees and presentations, as well as serve as the university's representative on the New River Valley Metropolitan Planning Organization ( NRV MPO ) Technical Advisory Committee to help ensure the planning, funding, and implementation of regional transit programs address the university's goals. This position will also serve as the departmental liaison for all construction and/or events that affect departmental operations. Provide leadership for Parking and Transportation in the absence of the Director.

Required Qualifications:
- An advanced degree in transportation planning, urban planning, environmental studies, or related field or a combination of education and related experience equivalent to a degree.
- Demonstrated program management experience.
- Experience developing educational and promotional materials and delivering educational programs.
- Excellent customer service skills and communication skills.
- Demonstrated experience analyzing and summarizing data in a variety of formats.
-Demonstrated experience in planning and providing strategic initiatives for transportation related programs
- Extensive computer experience and proficiency with Microsoft Word and Excel.
- Prior supervisory experience
- Ability to complete numerous projects and details simultaneously and accurately.

Preferred Qualifications:
-Demonstrated program management experience in transit or alternative transportation programs in a university setting.
- Demonstrated experience in transportation demand management including pedestrian, bikes, carpools, vanpools, and transit
- Experience working as liaison with transit providers in a university setting
- Prior university experience
- Experience developing educational and promotional materials and delivering educational programs related to alternative transportation.
- Experience preparing press releases, news stories, or special features to promote transit and alternative transportation programs.
- Experience developing bicycle and pedestrian safety programs.
- Experience working with constituents to help support transit and alternative transportation programs.
