Senior Agile Project Manager (UCP 10)


The University of Connecticut (UConn), Analytics and Information Management Solutions (AIMS) group ( http://aims.uconn.edu ) is seeking to hire a Senior Agile Project Manager (UCP 10) to interact and coordinate with business stakeholders and technology teams for the delivery and operations of innovative analytics and information management solutions. This position will provide general supervision and guidance for planning, leading, organizing, and motivating agile project teams to achieve a high level of performance and quality in delivering agile projects that provide exceptional business value to the delivery lifecycle.

UConn AIMS, working with the State of CT's Office of Health Strategy (OHS), is leading the design, development, and implementation of the Core Data Analytics Solution (CDAS), which will leverage leading-edge technologies to curate, process, and enhance large amounts of healthcare data to fuel the analytics to support state-wide healthcare initiatives.

JOB DUTIES & RESPONSIBILITIES
  1. Communicate effectively to ensure shared understanding of project objectives and success criteria across entirety of project team, from developers and testers to designers, and establish/maintain relationships with stakeholders.
  2. Develop and guide teams in agile process through incorporation of agile games.
  3. Manage and guide development efforts from inception through completion, balancing customer satisfaction and project team engagement with the need to deliver to expectations.
  4. Plan, track, and manage product backlogs, milestones/schedules, and sprints, following agile development methodologies (SCRUM) via common collaboration tool(s).
  5. Support, participate, and facilitate stakeholders' collaboration sessions and meetings to capture and develop use cases for solution development planning.
  6. Coordinate with Technical Architect and team to prioritize product backlog into one or more sprint backlog tasks.
  7. Maintain responsibility for monitoring the requirements to understand the details, dependencies, and status of all Milestones, Epics, and Features.
  8. Identify project risks, create mitigation plans, and escalate issues as necessary.
  9. Conduct periodic status updates, service level requirement reviews, continuous improvement, change control, and other activities as assigned.
  10. Implement consistent process and tools to support agile project management.
  11. Aggregate scrum team objectives that are easily consumable to business partners and all team members to ensure visibility and transparency.
  12. Collaborate with product owner, solution architect, and technology architect to ensure alignment on strategy and execution.
  13. Facilitate interaction and appropriate communication between scrum teams, architecture, business, and UX.
  14. Ensure adherence to agile practice through sprint planning, retrospectives, daily scrum, etc for scrum teams.
  15. Help the team find a sustainable pace, work with the team on developing useful estimation techniques.
  16. Analyze programming and/or resource requirements for complex projects; devise project plans; monitor implementation schedules and resources assigned to projects; and report progress.
  17. Develop requirements for, design programs, supervise testing, implement production, train users and other technicians, provide documentation and take other actions as needed.
  18. Develop and recommend new procedure and policy revisions to management.
  19. Perform related duties as required.

MINIMUM QUALIFICATIONS
  1. Bachelor's degree in Software Engineering, Computer Science, or Information Systems or an equivalent combination of training and experience.
  2. Minimum 5+ years of IT experience of which minimum 3 years' experience as Scrum Master.
  3. Experience managing projects from conception to successful implementation. Requires solid project management skills, ability to multitask, and manage multiple projects in a cross-functional environment.
  4. Experience implementing standardized agile techniques, such as user stories, ATDD, TDD, continuous integration, continuous testing, pairing, automated testing, and agile games across multiple teams.
  5. Experience managing project timelines, resources, quality, and risk, such as milestone planning and reporting, risk/impact and issue tracking, status reporting, change requests, and other project activities.
  6. Experience organizing and guiding diverse resource groups in agile processes.
  7. Experience with Agile and traditional life cycle management tools such as MS Project, JIRA, Confluence, TFS, Crucible, Fish-eye, and SharePoint.
  8. Experience using Microsoft Office (Word, Excel, PowerPoint, OneNote, and Outlook), MS Project, MS Visio, and MS SharePoint.
  9. Strong and effective communication and interpersonal skills.

PREFERRED QUALIFICATIONS
  1. Experience working on multiple priorities and/or projects simultaneously without impact to quality of work.
  2. Experience working with healthcare data and solutions.
  3. Experience implementing analytic solutions and dashboards, such as Tableau tool sets.
  4. Experience with implementing cloud based solutions, such as Microsoft Azure.
  5. Knowledge of distributed systems and cloud-based infrastructures.
  6. Agile Certified Practitioner (PMI-ACP), Prince2 Agile, or Certified SCRUM Practitioner (CSP) certification or formal education in agile methodologies.
  7. Experience with vendor solicitation and contracting processes.
  8. Experience with the implementation of master data management (MDM) solutions, such as Informatica MDM multi-domain software.
  9. Experience with Big Data architectures and data transformation processes.
  10. Strong oral and written communications skills.
  11. Training and development in supervisory skills and management methodologies.
  12. Demonstrated excellent teaching, communicating and writing skills.
  13. Demonstrated ability to work well with people, to organize workloads, to handle difficult problems, to work well under stress and to develop complex plans and strategies.

APPOINTMENT TERMS

This is a full-time, grant-funded position that is subject to annual renewal depending on available funding and job performance. The standard work schedule is Monday - Friday, 8:30 am - 4:30 pm. Salary will be commensurate on the successful candidate's background and experience. Work location is at the Hartford campus.
