Marine Advisory Service Specialist, College of Earth, Ocean and Environment

LOCATION: Lewes

PAY GRADE: This is a career ladder position and the level will be commensurate with experience.

CONTEXT OF THE JOB:

The Marine Advisory Service (MAS) Specialist reports to the Director of the Marine Advisory Service Program, the major outreach component of the University's Sea Grant College Program. The MAS Specialist performs both traditional extension agent and extension specialist roles--from "field" work to applied research, teaching, proposal writing, and budget management. The MAS Specialist is responsible for planning, developing, implementing, and evaluating educational programs dealing with marine issues and concerns of the state of Delaware, the Mid-Atlantic region, the nation, and internationally. The individual serves as a vital liaison between the university and various marine--related businesses, government agencies, non-governmental organizations, formal and informal education audiences, the general public, and other interest groups throughout the state, the region, nationally and internationally.

The MAS Specialist works independently to develop programs for Science Education and Workforce Development. Outreach activities are designed to effect changes in behavior, solve technical problems, improve working professionals' knowledge of STEM principles, create awareness, and transfer scientific information and increase marine literacy to K-12 teachers and students and general public audiences.

MAJOR RESPONSIBILITIES:
  • Establishes and maintains working relationships with educational organizations (e.g. DE Department of Education, DE Teachers of Science, Delaware Association for Environmental Education, Mid-Atlantic Marine Education Association, etc) and the general public in the state and throughout the region to identify issues and problems meriting Sea Grant research and outreach assistance.
  • Serves as a knowledgeable resource person and recognized subject matter specialist in major discipline. Provides leadership within the Delaware Sea Grant network, the mid-Atlantic Sea Grant network, and when appropriate, within the national network of Sea Grant programs. Serves on, or leads, advisory and steering committees at the state and national levels.
  • Identifies and analyzes statewide and regional situations, trends, and program needs. Develops and implements four-year strategic plans within specialty subject area to ensure accomplishment of goals and outcomes prioritized by the National Sea Grant Program and identified by Delaware Sea Grant stakeholders. Guides long-range program outcomes in areas related to subject matter specialty.
  • Collaborates with various colleges, departments, and centers in the university to assess current educational issues and design curricula and educational in service programs that lead to updating teacher content knowledge.
  • Works to increase faculty and researchers' awareness of Delaware Sea Grant Program mission. Stimulates educational resource program sharing in the subject matter area of expertise to maintain and broaden technical outreach capabilities.
  • Plans and conducts educational workshops, seminars, or forums on a local, statewide, and/or regional basis to collectively answer questions, improve stakeholder dialogue, resolve technical or other problems, stimulate change, and provide science-based information to groups and individuals on coastal/marine topics of interest.
  • As an in-state, regionally and/or nationally recognized resource facilitates the transfer, and understanding, of applied science-based research, including use and application of best practices and decision support tools, to targeted clientele. Program delivery may include group meetings, newsletters, mass media, individual consultations, tours, lectures, webinars, and demonstrations.
  • Conducts applied research and demonstration projects to facilitate the transfer, and understanding, of scientific research results to teachers, students and other educators to increase the science literacy of these audiences.
  • Initiates new sources of program funds, to support research, outreach, and educational programming by responding to RFP solicitations from government agencies, non-government organizations, and other potential funding partners. Grant management responsibilities include: budget preparation, monitoring and reviewing award progress, providing progress reports, preparing annual report accomplishments and impacts, and other submissions required by funding agencies.
  • With limited direction from communications, prepares publications, audio/visual presentations, web-based programs, and other educational materials to convey appropriate information to targeted clientele. Maintains Delaware Sea Grant outreach web page, including regular updates on programmatic activities and initiatives.
  • Maintains and improves professional competence in major discipline through formal and non-formal courses and conferences. Maintains a high standard of knowledge within his/her area of program expertise.
  • In certain situations, may supervise/oversee work of contractors, miscellaneous wage employees or student interns.
  • Works as a team member with other Sea Grant outreach colleagues and CEOE staff to help plan and organize annual educational open house at UD's College of Earth, Ocean, and Environment - Coast Day, to increase marine literacy among the 10,000 - 12,000 annual visitors.
  • Performs other duties as assigned in support of the overall Sea Grant College Program mission.

QUALIFICATIONS:
  • Master's degree in marine science or related discipline, science education, and/or other STEM sciences with a minimum of three years' experience in outreach education.
  • Ability to work independently, possess strong organizational and multi-tasking skills, and exercise good judgment in decision making.
  • Demonstrated leadership abilities with evidence of being able to work well with diverse clientele.
  • Evidence of excellent oral and written communication skills and the ability to communicate effectively with both technical and non-technical audiences is required.
  • Knowledge of outreach/extension education methods and workforce development.
  • Basic understanding of grant management.
  • Experience with applied fieldwork/research.
  • Proven ability to independently plan, develop, and organize an effective marine outreach program including developing and implementing short-and long-range goals and evaluating informal and/or formal educational outreach programs.
  • Working knowledge of meeting organization, facilitation, and public participation processes.
  • Advanced computer skills required, including experience with word processing and presentation software.
  • Formal K-12 teaching experience preferred.
