Information Technology Services (Network Technician 4), UCP 11 REVISED REPOST


Under the direction of the Director of Telecommunications, this position requires a highly skilled individual with extensive knowledge of computer and communication network equipment, programming and standards. The incumbent will apply this knowledge to perform, oversee and coordinate efforts of technical staff to research, design, plan, and maintain complex network systems.

This position is responsible for the development, design, implementation and management of network systems for all University locations including switching/ routing/wireless, LAN/WAN, data centers, IPAM, and network security. This position is also responsible for the research, evaluation, and recommendation of new technologies, and for the development and execution of project plans and budgets for network and related systems.

The incumbent must work well with customers, vendors, peers and management and must have the ability to work independently as well as in team environments. DUTIES AND RESPONSIBILITES
  • Contribute to and lead teams in the design of network architecture , in support of a research institution, which aligns with university goals and IT strategic plans.
  • Perform and lead team(s) in product evaluation and selection of network and related systems, review, research and recommend new network and system monitoring programs.
  • Design, plan, configure, implement and support those systems that comprise a contemporary network implementation.
  • Develop, review and maintain documentation for the planning, implementation and use of network resources.
  • Develop and implements software to assist in network automation. May direct the activities of staff; identify staffing needs and is responsible for hiring, supervising, training, evaluating, work schedules and work assignments; manages all routine personnel functions.
  • Organize and conduct team project meetings, develop and maintain project schedules, assess and prioritize project requirements and prepare biweekly project reports for teamprojects, to include budget analysis, schedule analysis, and risk analysis/assessment.Analyze and make recommendations on any issue that has the potential to impact project cost and/or schedule.
  • Collaborate with other departments and internal technical teams to plan, implement, and maintain network infrastructure for enterprise systems and applications designated as high availability, as necessary to execute Business Continuity and Disaster Recovery plans, and to implement and enforce policies, standard operating procedures and guidelines to comply with federal and state regulations.
  • Communicate and coordinate with other contractors and University departments for utility shutdowns when necessary and perform field quality control inspections of network devices and system installations and coordinate test plans for all quality control required tests and inspections.
  • Other duties as required.

MINIMUM QUALIFICATIONS
  1. Bachelor's degree in Computer Science, Engineering, Mathematics, or a discipline related to the field of computer networking or have at least 7 years of documented equivalent combination of training and experience.
  2. 3 years' experience as a network lead or senior engineer in support of a large-scale network.
  3. Experience supervising technical staff in a team lead or project lead role.
  4. Demonstrated ability to isolate and repair multiple complex inter-related technical problems.
  5. Excellent oral and written communication skills and attention to detail.
  6. Experience developing and/or maintaining emergency response plans
  7. Must have reliable transportation, valid driver's license and be willing to travel to locations throughout the state.
  8. CCNP or equivalent experience
  9. Experience with configuring, implementing and troubleshooting policies on enterprise Firewalls.


PREFERRED QUALIFICATIONS
  1. Experience with Juniper enterprise switching, routing and design, specific to MX/QFX
  2. Seven plus years of experience working in a large scale network with an emphasis in more than one IT discipline such as network architecture, network management, optical networks or security.
  3. Advanced Degree (Masters in Computer Science, Engineering, Mathematics, or discipline related to computer networking.
  4. Demonstrated experience developing short and long term project plans and budgets.
  5. Relevant professional certification (CCIE).
  6. Demonstrated experience with Python/Perl or other scripting languages applied to network automation and management.
  7. Experience with AWS, Azure cloud services.
  8. Experience implementing the following technologies or protocols in a large scale enterprise network environment: multicast, BGP, Unified Communications (VoIP), high availability networks, software defined networks.
  9. Experience with Fortinet Firewalls
