University Director, Procurement Contracting & Compliance


Reporting to Associate Vice President of University Business Services & Chief Procurement Officer (AVP/CPO), the Director of Procurement Contracting and Compliance is responsible for the day-to-day oversight of procurement contracting activities (drafting, negotiation, execution, administration and monitoring) and related compliance matters for the University, including the main Storrs campus, all Regional campuses and a defined portfolio within the UConn Health campus in Farmington. The Director is responsible for supporting the institution's academic and programmatic needs, while guiding contract compliance with federal and state laws and regulations and University policies, procedures and principles.

DUTIES AND RESPONSIBILITIES

Position responsibilities include, but are not limited to, managing a team of contracting and compliance professionals; serving as an integral member of the University leadership team; serves as primary liaison for procurement contracting to the Office of the General Counsel (OGC); serves as ab extension of the AVP/CPO; develops, recommends, implements and maintains University-wide policies, procedures and process improvements; performs contract administration functions; acts as primary resource for managing contracting disputes; manages the administration of contracts by drafting, reviewing and negotiating all levels of legal agreements and contracts; oversees contract management process; oversees and issues contracts; responsible for the development and tracking of unit-wide metrics and key performance indicators; prepares complex reports, presentations and other documents; participates and responds to public inquiries and information requests; participates in multiple compliance and oversight committees; develops strong collaborative relationships with key stakeholders to strategically mange contract and vendor relationships; attends meetings, conferences and professional development training; and performs other duties as required.

MINIMUM QUALIFICATIONS
  1. Advanced degree in Law, Business or Public Administration, Contract Law or similar.
  2. Seven (7) years of experience in one of the following areas: management of advanced procurement or business organization(s) and/or oversight of the drafting, negotiation and administration of contracts with at least five (5) years of experience at the level of supervisor.
  3. Considerable knowledge of principles of procurement, compliance, construction law, business law, informational technology contracting principles, knowledge of State of Connecticut procurement statutes and other public procurement policies in a state or federal environment.
  4. Knowledge and ability to apply management principles and techniques; strong contract drafting and negotiation skills; strong knowledge of contract legal issues including applicable Federal and State laws, statute, and regulations. Ability to design and implement departmental and institutional policies and procedures. Understanding of significance and commitment to supplier diversity programs.
  5. Strong leadership, organizational, project management and planning skills with the ability to meet deadlines and facilitate solutions in a fast-paced, dynamic environment.
  6. Strong interpersonal and persuasive skills with the ability to work effectively with all levels of employees and management.
  7. Excellent written, verbal communication and critical thinking skills.
  8. Considerable knowledge of academic institutional program needs including research and outreach programs and information technology needs.
  9. Excellent computer skills with strong technical skills to work with multiple database programs including Microsoft Access. Knowledge of eProcurement systems (e.g., Jaggaer) and reporting tools (e.g., Web Focus), as well as contract management systems (e.g., Legal Files).

PREFERRED QUALIFICATIONS
  1. A law degree (Juris Doctor, Master of Laws, doctor of Judicial Science, etc.).
  2. Previous supervision of individuals responsible for contracting, procurement compliance and/or procurement operations in a public institution of higher education or public environment or law office or unit within private industry.
  3. Solid understanding of contract law and demonstrated ability to independently draft contractual terms and conditions with demonstrated negotiation skills of complex initiatives.
  4. Familiarity with web ordering environments, contract management systems (e.g., Legal Files) and principles, standardization programs, supply chain and materials management programs and distribution methods.
  5. Familiarity with construction and professional services contracting principles, federal regulations and/or guiding principles relating to research contracts, in addition to traditional academic institutional contracting needs.
