Duties and Responsibilities:
Conduct complex Information Technology (IT) assessment and needs analysis.

Design and program complex information systems in different programming languages on various platforms.

Design, implement, and support organizational database systems.

Define complex system requirements, write system specifications and develop complex system testing.

Brief clients on all activities associated with a project such as: status reports, project plans, etc.

Write reports documenting activities performed for a client (e.g., project status reports, project charters, benefit cost analysis, IT analysis reports, technological analysis).

Manage portions of client projects to include planning the project, facilitating project activities, staffing the project, developing and monitoring the project budget, and documenting project activities.

Knowledge, Skills, and Abilities:
Knowledge of current developments in information technology applications
Knowledge of standalone and client/server applications in Windows environment
Knowledge of Microsoft development systems, i.e., Visual Studio, SQL, .NET, Visual Basic, VB Scripts, JavaScript, HTML, XML, SQL Server, TransactSQL
Knowledge of current software and hardware packages
Knowledge of current database systems and technologies (Oracle, SQL, etc.)
Knowledge of project management methodologies and tools
Problem analysis skills
Ability to work on multiple projects at one time
Ability to respond to multiple competing demands
Ability to apply relevant software & hardware applications
Ability to continuously learn and keep abreast of technological trends
Ability to manage project activities
Ability to coordinate the work of others

Minimum Qualifications:
Bachelor's degree in Computer Science, Mathematics, Management Information Systems, Software Engineering, or related field, and four (4) years of experience in computer programming. Experience can be substituted for education (high school diploma or equivalent is required).
