Reporting Relationships
Reports to: General supervision is received from the Director, Workforce Development - WIOA Youth Program
Supervision Exercised: Functional supervision may be exercised over non-exempt staff and student workers.

Job Summary
Counsel program participants ages 16-24 as they enter the program and on an on-going basis. Coordinate, develop and assist with assigned services, records, reports, and program development.


  Essential Duties and Responsibilities include the following.  Related duties may be assigned.  

  1. Manage the planning, development, coordination, marketing, evaluation of the business services for the youth program.
  2. Establish and maintain close contact with area employers for job development and placement opportunities.
  3. Counsel program participants on an on-going basis.
  4. Coordinate, develop and assist with assigned services, records, reports and program development.
  5. Develop and manage Individualized Training Accounts (ITA’s) in executing Individualized Employment Plans
  6. Develop individualized career/employment plan through continued assessment of program participants
  7. Develop/maintain marketing plan and linkages for public/private job placement.
  8. Be responsive to the inquiries and needs of area employers as they relate to program services.
  9. Development and monitoring of OJT plans, Work Experience and internships.
  10. Maintain participant files and participant monthly contact.
  11. Develop, coordinate and facilitate workshops as they relate to business services and job readiness
  12. Assist with administration of Office of Employment and Grants special projects.
  13. Develop and maintain a participant referral database measuring level of business activity
  14. Participate in planning/evaluation sessions with other program staff.
  15. Attend and participate in conferences and workshops as they relate to job duties.
  16. Show flexibility and tolerance in dealing with persons from disadvantaged social, economic and educational backgrounds.
  17. Regular attendance is expected.
  18. Using tact and courtesy, the ability to establish and maintain effective relationships with persons contacted in the course of work

 
Related Duties

  1. WIOA youth job placement activities.
  2. WIOA youth placement assistance and exit responsibilities.
  3. Grant application preparation.
  4. Monitoring statistics for program performance standards.
  5. Liaison to the Workforce Connection Business Service Team.
  6. Assistance in actual grant writing.

Minimum Qualifications
Bachelor’s degree in psychology, sociology, social work, or related area, or an equivalent combination of education and experience is required.  Master’s degree is desirable.  Experience in counseling and testing adults in educational programs is desirable.  Experience in working with private industry in the community is desirable.
