Mechanical Engineer - Commissioning Agent

Position Summary:
Reporting to the Associate Director of Engineering Operations, the Mechanical Engineer - Commissioning Agent is responsible for overseeing the commissioning of capital and renovation projects. This position will work directly with contracted commissioning teams to perform commissioning tasks including review of plans, specifications and shop drawing submittals, witness performance of field tests, and perform inspections for compliance with project documents. This position will be the Virginia Tech Facilities point of contact for turnover of capital and renovation projects to university Facilities personnel. This position will coordinate with Virginia Tech project managers to develop scopes of commissioning work associated with each project. Specific job responsibilities include: working with A/E and contractor teams during commissioning of new buildings or systems; working with Campus Energy Manager during retro-commissioning or recommissioning of existing buildings or systems; review of proposed new installations during the course of capital project design; coordinating commissioning work with other Facilities supervisors; participating in training for maintenance employees concerning new or retrofitted systems. Serves as resource for investigation and correction of issues with new or retrofitted systems. Supervises assigned staff and contractors who participate in the commissioning process, including duties such as training of employees, evaluation and developing staff schedules to ensure efficient utilization of human resources.

Required Qualifications:
- B.S. in mechanical engineering or directly related field work with relevant experience equivalent to a degree.
- Considerable experience in the field of mechanical engineering.
- Significant knowledge and field experience working with plumbing, HVAC , steam and other mechanical systems and associated components such as pumps, fans, motors, and control systems.
- Knowledge of and experience applying commissioning methods.
- Thorough knowledge of engineering principles and techniques of engineering planning; equipment and materials used in engineering operations; and specialized subjects used in the fields of engineering, such as mathematics, statistics, mechanics, electricity, physics, chemistry and strength of materials.
- Experience applying engineering principles to practical engineering problems; use engineering equipment and tools, including computer applications; make, read and interpret engineering drawings and specifications.
- Working knowledge of engineering practices and procedures.
- Experience handling multiple priorities; managing contracts; analyzing problems and negotiating positive solutions; making defensible, unsupervised administrative decisions and recommendations; and providing technical and policy support.
- Experience reviewing construction contract drawings and specifications and providing feedback to design firms with emphasis on system commissioning, equipment maintenance and adherence to Virginia Tech Design Standards.
- Excellent communication skills; and ability to establish and maintain effective working relationships with others.
- Ability to relate abstract ideas to actual needs and adopt a well-reasoned course of action.
- Experience working collaboratively with outside resources such as contractors and designers.

Preferred Qualifications:
- Professional Engineer (PE) licensed in the Commonwealth of Virginia or licensed in another state and able to obtain Virginia licensure.
- Engineering operations experience for a large, research institution or other organization with a large number and variety of facilities, including utilities.
- Experience with HVAC system commissioning and controls concepts and strategies.
- Experience retro-commissioning or recommissioning mechanical building systems.
- Experience with HVAC testing and balancing.
- Experience with energy efficient design concepts and sustainable construction strategies.
- AutoCAD drafting experience.
- Virginia Master Plumbing License or Master Electrical License.
- Experience working in higher education or institutional setting preferred.
