CyberX Program Manager

Position Summary:
About CyberX:
CyberX is an interdisciplinary university initiative that seeks to tackle at scale global challenges in cybersecurity through innovative degree programs, research initiatives, and commercialization programs. Degree programs will significantly expand Virginia Tech's current offerings with new online and classroom-based graduate degrees and professional training. Research programs will leverage partnerships with industry and government to secure the Internet of Things and explore the intersection of machine learning and security. CyberX's Northern Virginia hub will provide space for startups and venture funds working in cybersecurity.
Over the next decade, CyberX seeks to leverage $300M in federal, state, university, industry, and private funding to launch the nation's preeminent cybersecurity program. A total of 60 new faculty are envisioned, split among tenure-track, research, teaching, and administrative positions, housed in a new 100,000 SQFT facility in Northern Virginia.
About the Hume Center:
The Ted and Karyn Hume Center for National Security and Technology is an interdisciplinary research institute at Virginia Tech. The Center consists of 80 faculty and engages over 400 students per year, with programs housed both in Arlington and Blacksburg.
The Hume Center is serving as a key operationalization arm of the CyberX initiative, in partnership with the College of Engineering and Pamplin College of Business. The Hume Center's Intelligent Systems Lab, based in Arlington, currently executes research within the envisioned scope of CyberX and will serve to incubate new CyberX programs. Other units within the Hume Center will support business operations, student programs, and outreach efforts. The Hume Center Director is currently leading the implementation of CyberX.
Position Description:
The CyberX Program Manager is the first dedicated position for the CyberX initiative, and is responsible for coordinating a wide range of activities associated with the initiative launch. The position reports to the Hume Center Director and is expected to collaborate closely with the Intelligent Systems Lab Director and the Director of Education and Outreach, in addition to other colleges, institutes, and administrative units within the university.
Partnership Building (30%): The key to CyberX's success will be robust partnerships across the Commonwealth of Virginia and extending throughout the world. The CyberX PM will support efforts to build a strategic consortium of companies to support research and innovation, and engage in academic/training programs. Additionally the CyberX PM will support executive engagements with federal agencies and Virginia's congressional delegation to secure needed federal funding.
Operations (30%): The Hume Center is providing a range of matrixed services to support CyberX, including budgeting, finance, facilities, human resources, information technology, marketing/outreach, contracts, and student programs. The CyberX PM will work across these internal functions to ensure needed support for CyberX activities.
Coordination and Orchestration (30%): As CyberX is a highly-interdisciplinary program, many academic and administrative departments across Virginia Tech are involved. The CyberX PM will help orchestrate cross-unit processes from the establishment of new degree programs to real estate transactions needed to launch the hub site.
Fundraising (10%): Private philanthropy is a core component of CyberX's business model. The CyberX PM will support fundraising efforts in concert with the university's philanthropy team.
This position includes a broad portfolio of research, education, and operations, and the successful candidate is expected to have broad expertise across all these areas and deeper specific expertise in at least one as demonstrated by previous career experience. The successful candidate will be an excellent communicator, both written and in person.
Responsibilities:
The following are the specific responsibilities for this position:
(1) develop and implement a project management plan for the CyberX initiative and manage processes and track progress toward operationalization of CyberX;
(2) manage financial and programmatic risk associated with the effort to maximize success and impact;
(3) provide program management support to the Hume Center Director in development and implementation of the CyberX initiative;
(4) coordinate with support functions across the Hume Center to manage processes associated with CyberX operations;
(5) engage central university administration units, including advancement, research, and facilities, to support implementation of CyberX activities;
(6) liaise with academic departments on the development and launch of new/expanded degree programs and professional training; and
(7) support external engagement with companies, government agencies, foundations, and private donors.
Given the nature of research conducted within the Hume Center and anticipated within CyberX, the candidate will need to engage in sensitive programs relating to national security. Consequently, US citizenship is required and the ability to obtain and maintain a security clearance are desired.

Required Qualifications:
-Master's degree in a related technical or professional field with significant relevant experience or an earned Ph.D. in a related technical or professional field.
-Exceptional communication skills, with demonstrated experience delivering formal and informal presentations, written proposals, and reports.
-Ability to work as a member of a team in developing and managing projects; and
-Capability to rapidly become familiar with technical fields, take on broad tasks, identify the steps necessary to execute them, ensure their proper execution, and succinctly convey their results.
-Due to federal contracts, US citizenship and the ability to obtain and maintain a security clearance is required.

Preferred Qualifications:
-Experience working in and/or with the Department of Defense and Intelligence Community.
- Certification as a Project Management Professional.
-Experience supporting technical programs in cybersecurity, data analytics, machine learning, and related areas;
-Formal training and certification in project management such as CAPM or PMP ;
-Experience managing federally funded research programs;
-Active security clearance at the TS/ SCI level; and
-Experience working in academic environment.
