Position Summary:
The Chief of Staff will report to and support strategic initiatives of the Executive Director of OARC , providing context and background information on issues, advising on institutional policies and departmental operations, and providing leadership and assistance on a variety of complex and special projects. This individual is the principle aide and analyst to the Executive Director, serving as a key liaison with diverse internal and external constituencies and assisting in providing leadership and direction for institutional initiatives, special projects, time or critically sensitive decisions, and communications. The incumbent is responsible for effective project management, offering trusted counsel and feedback, and aligning and coordinating resources. The person in this position plays a critical role in ensuring that various groups and stakeholders are aligned and working in concert to achieve shared goals and objectives. This requires an individual that possesses an understanding of today's complex higher education environment, exceptional organizational, problem solving and people skills, and great flexibility and patience.
Additionally, the incumbent will be responsible for managing the production, review, and distribution of internal and external departmental communication including audit reports, materials related to coordination of the Enterprise Risk Management and Institutional Compliance Programs, as well as materials supporting the Compliance, Audit, and Risk Committee ( CAR ) of the Board of Visitors ( BOV ), and other university communications.
The incumbent must be detail, action, solution, and results oriented and dedicated to continuous improvement. The incumbent is expected to fulfill identified responsibilities with limited supervision while maintaining effective communication with departmental leadership.
Other responsibilities will include:
• Providing leadership and coordination to all departmental activities supporting the CAR Committee of the BOV , including preparation of agendas, briefing reports, and minutes and reviewing all committee materials.
• Providing high-level analysis on a broad range of complex issues and resolving or making recommendations for resolution.
• Independently managing departmental projects and strategic initiatives critical to the organization, including coordinating activities and project meetings, conducting research, analyzing findings, and preparing reports.
• Facilitating efficient and effective decision-making by gathering data, assembling appropriate stakeholders, and formulating recommendations.
• Preparing reports, briefings, presentations, responses on topics of strategic importance, and/or engaging others to do so.
• Coordinating the annual departmental strategic planning process and development of annual goals and objectives and monitoring performance metrics and outcome measures in preparation of departmental and other annual reports.
• Developing, interpreting, and implementing administrative and business policies and procedures to ensure strict adherence, including updating all required plans for OARC such as the Continuity of Operations Plan, the Emergency Action Plan, and the IT Risk Assessment.
• Interacting with university and non-university constituents to ensure that office initiatives and actions are aligned and synergistic with the strategic plan.
• Assessing inquiries directed to the Executive Director, determining the proper course of action, and delegating to manage the response.
• Ensuring that the Executive Director has background information and materials related to scheduled meetings and emerging issues.
• Developing and reviewing items for the Executive Director's signature, verifying facts, presenting alternative options, and preparing responses.
• Overseeing office management and administrative staff. Inspiring the highest quality of service.

Required Qualifications:
• Advanced degree in business, public administration, or related field; or training and work experience that equates to an advanced degree.
• Exceptional communication skills, interpersonal skills, diplomacy and the ability to effectively interact and build trusted relationships with diverse internal and external constituencies.
• Demonstrated ability to successfully handle sensitive information and maintain confidentiality, strong personal ethics commitment, and demonstrated sound judgment.
• Analytical, critical thinking, and problem-solving skills, with ability to see patterns, be a fast thinker, and make decisions with strong attention to accuracy, detail, and local context.
• Proven ability to effectively organize, prioritize, and manage multiple tasks concurrently, meet deadlines with short turn-around times, and manage changing situations.
• Experienced in researching and preparing executive level documents, reports, and presentations.
• Strong problem solving and conflict resolution skills to manage complex tasks and/or those that require balancing competing interests.
• Fast learner, result driven, accepts and acts on all forms of feedback to effect change.
• Demonstrate patience, reliability, composure and stability under pressure.

Preferred Qualifications:
• Demonstrated administrative responsibility in higher education or public sector.
• Broad understanding of higher education issues and operations, experience working with university governance, and experience coordinating support activities and preparing materials for governing boards.
• Experience in enterprise risk management, including accountability for enabling the efficient and effective governance of significant risks and related opportunities.
• Data retrieval experience within complex database environments in a manner that supports strategic initiatives and informs decision making.
• Demonstrated knowledge of federal and state laws and regulations applicable to a higher education environment.
• Working knowledge of university organizational structure, policies, and procedures.
