Position Summary: The Vice President for Economic and Community Development (VPECD) is responsible for assisting the College President and senior leadership in developing and managing strategies to inform and influence public policy at the municipal, state, and federal levels. The VPECD focuses on issues and areas of interest to the College, informing and advising College leadership on issues that may affect the College's ability to deliver on its public mission and vision. Primary responsibilities include monitoring municipal and state legislation and public policy issues and informing College leadership on their potential impact. The VPECD identifies opportunities for the College to procure municipal, state, and federal funds and adopt policies to support the College's mission and vision. In addition, the VPECD mediates and/or advocates for College interests and builds relationships within the TBR system, Tennessee Higher Education Commission, municipal, state, and federal governments, business organizations, healthcare agencies, non-governmental organizations, and other professional organizations.


Duties and Responsibilities: Develops and executes the College's legislative strategy and coordinates government relations across campus. Develops and implements a communication plan to keep College administration and other campus officials apprised on governmental, community, and business issues. Confers with municipal, state, and federal government officials concerning the interests of the College and the functional impact of proposed legislation; suggests modifications, as needed. Researches, monitors, analyzes and evaluates legislation and regulation issues that might impact the College. Recommends to the College President and Executive staff operational changes, alternative policies and procedures necessitated by legislative mandates. Establishes and maintains contact with appropriate organizations (e.g. chambers of commerce, rotaries, business associations, community college partners, etc.) in order to foster strong external relations activities. Maintains sufficient knowledge of official College positions on issues of importance to provide responses to inquiries from legislators and the general public. Supervises the Special Assistant for Strategic Initiatives and the Assistant Vice President for Continuing Education and Economic Development. Actively participates as a member of the President's Cabinet. Other duties as assigned.

Required Qualifications: Master's Degree. Six years of related experience.

Preferred Qualifications: Demonstrated familiarity with issues facing institutions of higher education at local, state, and federal levels.

Knowledge, Skills, Abilities, and Work Characteristics: Ability to communicate effectively and work cooperatively with a diverse faculty, staff, and student population and with community stakeholders. Strong computer skills and proficient in Microsoft Office applications. Excellent oral and written communication skills. Ability to complete a variety of reports and assignments. Excellent organizational skills.

Pay Rate: 81,680.00 - 102,995.00 annual salary depending on experience
