About the Position:

The Capital Outlay Contracts Officer is responsible for the procurement of construction services, non-professional and professional services contracts under the supervision of the Capital Outlay Program Procurement Manager. Position will provide support, coordination, and direction regarding capital outlay, maintenance reserve, and non-capital construction project procurement, records management, reporting, and records retention for Northern Virginia Community College, other colleges or projects assigned, or the System Office.

 

Qualifications:

To be successful in this position, the incumbent must be familiar with principles and practices of architecture and engineering disciplines, construction administration, and State and Federal codes, laws, and regulations which apply to the construction of public buildings. Demonstrated ability to manage multiple procurements of varied sized and complexity, ability to effectively communicate with not only engineering and architectural professionals, but also diverse trades people, and College staff, both orally and in written communications is needed. Highly proficient computer skills, good customer service and problem solving skills sets are essential.

Additionally, a combination of education and experience equivalent to a Bachelor's degree in procurement, business administration or related field with considerable years of experience in the procurement of construction, professional and non-professional services is required. Previous government procurement and project management experience is highly preferred. Virginia Contracting Officer (VCO) certification is desired. Virginia Construction Contracting Officer (VCCO) certification is desired and required within one year of employment.
