About the Position:

The VCCS has a great opportunity for an experienced human resources (HR) professional to help in our HR transformation process. Reporting to the Director, the HR Analyst will be part of a small team that supports approximately 260 employees at the VCCS System Office in the Chesterfield area. This position will function in a hands-on role with responsibility for a variety of generalist activities. Responsibilities include, but are not limited to, providing exceptional customer service; ensuring data integrity in various HRIS systems (PeopleSoft, BES, PMIS, VLS, VNAV) through prompt, thorough, and accurate data entry and review; conducting and administering on-boarding, orientation, and off-boarding processes; administering and coordinating benefits programs to include being a subject matter expert on the State's health insurance, life insurance, retirement benefits, Virginia Sickness and Disability Program (VSDP), deferred compensation, flexible spending reimbursement, family and medical leave (FMLA), Americans with Disabilities Act (ADA), overall leave coordination, and workers compensation; working with payroll staff to resolve issues; developing, refining and documenting office processes for the promotion of quality customer service; completing various compensation surveys, position reviews, and compensation analysis; and consulting with employees with on various topics such as benefits, workers' compensation, leave, retirement, and general questions. Will assist with other duties, projects and training as needed. This position interfaces with a variety of different areas and personnel and involves highly confidential information. This position works in a fast-paced environment functioning as a team member, prioritizing work, identifying and responding to customer needs and serving as a resource to staff.
 

Responsibilities include:

  • Provide the highest quality of service to our employees.
  • Work with hiring manager to develop job postings and announcements.
  • Post positions internally and externally as needed.
  • Conduct position classification and salary analysis as needed.
  • Conduct new hire orientation to include review of paperwork with new hires. Answer any benefit or policy related questions.
  • Process terminations and conduct exit interviews.
  • Benefits Administration: Serve as benefits coordinator and subject matter expert in the areas of benefits administration, leave program administration, personnel transactions and pay actions for the System Office. This includes managing FMLA, STD, LTD and retirement process. Specific areas of knowledge would be Benefits Administration which would include Health Benefits, Retirement, Life Insurance Disability Program, Family Medical Leave and all other Commonwealth of Virginia employee benefit programs. Provides policy interpretation and guidance with various leave programs.
  • Personnel Transactions: Provides specific knowledge in the area of processing personnel transactions using various HR systems to include Peoplesoft, PMIS, CIPPS, and myVRS Navigator (VNAV).
  • Monitor, research and recommend best HR practices, policies or programs.
  • Administers the benefit programs; and coordinating and tracking all requests related to salary changes, terminations, exceptions and new hire paperwork.
  • Partners with HR colleagues and business leadership team in the execution of HR initiatives to meet business goals.

Qualifications

Required Education and Experience:

  • Bachelor's degree in human resources, business administration or a related area; or equivalent combination of education and experience that allows the employee to successfully perform the essential functions of the job.
  • An even temperament, strong commitment to confidentiality, patience and excellent interpersonal skills.
  • Considerable human resources experience.
  • Ability to work independently and accurately.
  • Acts with integrity and confidentiality.
  • Strong PC skills, including Microsoft Office Applications. Advanced proficiency with creating, manipulating and analyzing data in Excel.
  • Experience with State of Virginia systems, including PMIS, BES, VNAV.
  • Experience administering the State of Virginia benefits, including coordinating health insurance, life insurance, retirement benefits, Virginia Sickness and Disability Program (VSDP), deferred compensation, flexible spending reimbursement, family and medical leave (FMLA), Americans with Disabilities Act (ADA), overall leave coordination, and workers compensation;
  • A high level of organization and time management skills.
  • Strong communication skills.
  • Demonstrated experience working with Commonwealth of Virginia Human Resource programs and policies.
