Position Summary:
Reporting functionally to the Building and Grounds Committee of the university's Board of Visitors and administratively to the Associate Vice President and Chief Facilities Officer, the University Building Official ( UBO ) provides leadership to and is responsible for the legal administration and enforcement of the Virginia Uniform Statewide Building Code ( USBC ) for work on university property. The Office of the UBO , which includes the UBO and supporting staff members, reviews plans for new construction and renovation projects and performs construction inspections as required by the USBC . As appropriate, the UBO issues all permits as required by the USBC .
The Office of the UBO is expected to work proactively and cost effectively to support the university's building program without compromising the duty of care to protect the health and safety of the public to the level established in the USBC . University projects are complex from a code perspective. The UBO must be very knowledgeable and experienced in code enforcement, and comfortable dealing with performance-based concepts and application of the code.
Requests for formal code modifications as provided for in the USBC may be frequently submitted to the UBO for approval, and the UBO must give each one full and fair consideration. Where the intent of the USBC can be achieved or exceeded through alternate design approaches, the UBO must be able and willing to apply skilled professional judgment for the good of the project.

Required Qualifications:
- Advanced degree in architecture or engineering or related field or training and work experience that equates to an advanced degree.
- Current registration as a professional architect or engineer, and ability to obtain a Virginia license within one year of employment.
- Current certification as a Certified Building Official from the Virginia Department of Housing and Community Development.
- Highly competent in the technical aspects of the International Building Code ( IBC ) and the other codes and standards referenced by the IBC . Must also have the ability and willingness to work creatively with the intent of the code in solving difficult code problems.
- Substantial professional experience where duties clearly demonstrate the following:
o Thorough knowledge of the enforcement of the IBC as a whole, including referenced ICC , NFPA , and other codes and standards, covering all key elements of design and construction. Must be capable of competently discussing all key elements with designers, contractors and university staff.
o Understanding of general building construction including basic design elements, building systems and construction processes.
o Understanding of typical design processes from design concept through construction documents.
o Understanding of major construction work, having on-site experience with contractors and a basic understanding of the building construction. Some familiarity with the basic trades and building systems including: foundations, structure, mechanical, electrical, plumbing and fire protection.
- Excellent communication skills with a highly diverse audience including design professionals, contractors, and others.
- Experience researching and analyzing highly technical issues, preparing written reports, and making presentations to upper management.
- Significant experience working with personal computers and software related to typical business applications. The UBO program will rely heavily on computer based applications for correspondences, technical references, design reviews, data base management, scheduling, internet research, and others.
- Demonstrated ability to make timely decisions and uphold them to comply with organizational guidelines.
- Commitment to the highest ethical standards and to a culture of integrity, responsibility, and accountability.
- Must have a valid drivers' license and be able to travel to various properties to view sites, perform site inspections, and discuss stakeholder needs.

Preferred Qualifications:
- Experience specifically with the enforcement of the USBC .
- Knowledge of ADAAG accessibility requirements, and the interpretation and application of NEC criteria, standards, and data.
- Demonstrated ability to provide effective leadership and supervision to a team of professionals.
- Previous experience in the leadership of a building code office.
