Buyer Specialist - Research and Scientific

Position Summary:
Entry Level Buying Position. Advertise, evaluates, negotiates and awards competitive solicitations for goods and services of the University. Performs research to identify new contract opportunities. Works as a liaison between vendors and departments on campus. Acts as a contract administrator in deciding if established contracts should be renewed, allowed to expire, terminated, or cancelled. Has purchase order signature authority without additional approval up to $50,000. Responsible for procuring equipment, supplies and services needed for the university's research and scientific areas and specifically purchasing goods and services for federally funded grants and other sponsored programs.

Required Qualifications:
•Strong written and verbal communication skills required
•Familiarity with accounting principles and practices
•Ability to work independently and as part of a diverse team
•Ability to conduct business with professionalism and diplomacy at all levels within the University
•Must possess ability to adhere to strict deadlines while maintaining sense of urgency multi-tasking daily duties
•Demonstrated skills in utilizing automated information systems and office support software while maintaining an exceptional level of accuracy is necessary.
•Demonstrated ability to perform in a high volume service center, processing large amounts of data and maintaining exceptional accuracy is required.

Preferred Qualifications:
-Experience in public procurement not required but preferred.
-Knowledge of federal government procurement standards that will be applicable for the university's federally funded grants.
-A Professional Procurement Certification is desired and will be expected to be achieved within two years of hire.
-Experience utilizing Jaggaer (VT HokieMart) or the state's (eVA) e-procurement software is preferred.
-Advanced education in business administration or equivalent fields of study.
